SEO impact of 301 redirects based on IP addresses from a specific state

Hello Moz Community!
We are facing an issue that may or may not be unique, but need some advice and/or clarification on the best way to address the issue.
We recently rebranded and launched a new site under a new domain and things have been progressing well. However, despite all the up front legwork on trademarks and licensing, we have recently encountered a hiccup that forces us to revert to the old URL/branding for one specific state. This may be a temporary issue that lasts a couple of months or it could potentially be in the court system for a couple of years.
One potential solution we have discussed is to redirect the new site to the old site based on IP addresses for the state in question. Looking for any guidance on what type of impact this may have on SEO. Also open to any other suggestions or guidance on dealing with this situation.

Thank you Oleg. 302 redirects have definitely been a part of the discussion. The concern we have with using a 302 redirect is if this does turn into an issue for more than a few months.

Agree with Oleg above; that's not a good solution if this lasts years, though.
Is there any chance you could serve the old site using the current URLs?
Google uses URLs as unique identifiers, which means that if you redirect to URLs that are only for the old site, it'll think you've created new pages. New pages mean a month or so of low rankings, before your page has a proven click through rate and gets some links.
If you use your current (and future) URLs to load the old site, though, Google won't see that as a site overhaul, it'll see it as content modifications on a pre-existing page.

Note: Googlebot crawlers all originate in California
Don't expect the old site to rank (since Google won't follow the redirect) but new site should be fine.

301 redirects and impact on page authority
I need to restructure a section of my website, changing some page titles and moving some pages to other sections. This will then change the URLs but the CMS I use will automatically create 301 redirects so the old URLs still work. The question is, will this have any negative impacts on page authority/page rank? From what I've read, it seems having 301's used to have a negative impact but doesn't anymore?

Is domain authority lost if you create a 301 redirect but mark it as noindex, nofollow?
Hi everyone, Our company sells products in various divisions. While we've been selling Product A and Product B under our original brand, we've recently created a new division with a new domain to focus on a Product B. The new domain has virtually no domain authority (3) while the original domain has some (37). We want customers to arrive on the new domain when they search for key search terms related to Product B instead of the pages that previously existed on our main website. If we create 301 redirects for the pages and content on the main site and add noindex, nofollow tags, will we lose the domain authority that we have from our original domain because the pages now have the noindex, nofollow tags? I read a few blog posts from Moz that said there isn't any domain authority lost with 301 redirects but I'm not sure if that is true if the pages are noindex, nonofollow. One of our employees took an SEO class recently. She was told that having too many 301 redirects can hurt SEO. I have never heard of 301 redirects as having a negative impact. Any thoughts?

301 redirect Actinic HTML pages to ASP. Achievable?
Hi - I'm hoping someone can help me resolve an issue in relation to setting up 301 redirects. The client to whom I provide SEO services is being told by his developers that setting up 301 redirects is not achievable from old HTML pages to his new site running on a Windows server. My feeling is that it should be fine, and I have found documentation online that seems to support this, however I'm no developer, certainly no server admin, so I was wondering if anyone could advise me? Is it feasible to set up 301 redirects from Actinic sites (HTML pages) to a new site in NOP commerce running on a Windows server (ASP pages). Thank you for your help! Iain

How do I 301 Redirect a complete folder?
Hi, I am want to delete a folder and all the contents. I then need to redirect anyone that is trying to reach a file in that folder to another page on my site. example: www.mydomain.com/folder/ (contains 50 pages) I want to delete the folder and all 50 pages. So if someone tries to reach www.mydomain.com/folder/page1.php the redirect would take them to a specific page on my site. Doing this to clean up old content. How would I do this on the .htaccess?
