Html language deprecated by Google?

Hi Mates,
Currently we are using on our site two tags for language (we are targeting english )
.... and
these are defined on the head section, my question is it is required by Google in order to rank well or it is deprecated.

The site is written in english, so you recommends to remove the language tags, it doesn't damage our Google tank, we are interested in rank well for United stated.
Please let me know your ideas.

The language tag is not required to "rank well"..
I don't believe meta name="language" is even an HTML5 declaration... So you can probably lose that one.. If you are going to set the language you can do it on the html tag, or in the header... though I do believe you can also set the language of a specific div element if there is a section of the page in an alternate language.
If you have multiple language versions of your site, then you can use hreflang tag (https://support.google.com/webmasters/answer/189077?hl=en) to reference those other pages, just be sure they canonical to themselves and not to the x-default version.

Organic Listings showing Google Tag Manager + Google Page Title...?
I'm a bit stumped with this. I optimise all my titles etc for Australia - and now the organic liatings are showing something strange. For example ( we sell health supplements ) Meta title = "My Product , Buy Online Australia" If I type "My Product" - the title in the organic listings says "My Product - My Company Limited" - and the only place I can see it getting that from is a combination of Meta Data used in Google Tag Manager + the Name on my Google places page. This is much more obvious for categories.. but it's a pain in the butt. If I type "My Product Australia" Then the original "My Product , Buy Online Australia" comes up. Any ideas on policy etc? I have taken the "Limited" off the Google business page - so hopefully this will change over time - but I can't find any information on why google would do something like this. If you had shed any light on this - would be much appreciated.

Is my site penalized by Google?
Let's say my website is aaaaa.com and company name is aaaaa Systems. When I search Google aaaaa my site do not come up at all. When I search for "aaaaa Systems" it comes up. But in WMT I see quite a few clicks from aaaaa as keyword. Most of the traffic is brand keywords only. I never received any manual penalty in WMT ever. Is the site penalized or regular algorithm issues?

How does Google treat chained 301 redirects?
I did the following two chained 301 redirects (A->B->C) Plural to Singular to New Domain A. http://domain1.com/filenames B. http://domain1.com/filename C. http://domain2.com/filename To new domain without www and then back to origining domain A. http://www.domain1.com/filename B. http://domain2.com/filename C. http://domain1.com/fifilename How much link juicy will be rediectetoto URL C in above two scenarios?

Google Phone Numbers
What process is performed to get a company's phone number to show as "A" on google maps. Google displays the phone number for the company on the map as "A" first. It would be beneficial to get that position. Is there a sub-category of seo that does this? Thanks in advance!

For multi language sites, what is best - two domains or one with both languages?
We are assisting a client in setting up English and Spanish sites in Texas. They want to be able to find customers who are Spanish speaking predominantly or totally along with the customers they now get who are English speakers. We are building them a new site and I have researched to find answers all over the board or less than clear. Should the structure be such that we have one site with a set of English and Spanish pages all with Spanish links to Spanish pages and English links to English pages. Should we instead just have an English site for those people who utilize English and a different site for those who utilize Spanish? Thanks
