Can you create town focused landing pages for a website without breaking Google guidelines?

I recently watched a webmaster video that said that town focused landing pages are seen as doorway pages if they only exist to capture search traffic. And then I read that just because you can sell your product/service in a certain area, doesn't mean you can have a page for it on your website.
Is it possible to create town focused landing pages for a website without breaking Google guidelines?

As long as each page has useful, unique content, shouldn't be an issue.
e.g. I create a page for each town that a restaurant delivers to. I include some random facts about the town (large companies, population, etc - stuff you can grab from city-data.com), directions from that town to the restaurant, some popular dishes and a paragraph of unique text tailored for visitors from that town.
Google has an issue with you scraping a database of every city in USA, templating out some content and tweaking your same keyword across all of those pages.

Hi, A website is not fully secured with a SSL certificate.

Approx 97% of the pages on the website are secured. A few pages are unfortunately not secured with a SSL certificate, because otherwise some functions on those pages do not work. It's a website where you can play online games. These games do not work with an SSL connection. Is there anything we have to consider or optimize?

Why is my landing page title tag being applied to the entire site?
I have a unique title tag for every page on my site but depending on what page a user lands on, that title becomes the title tag for the entire site. For example, if you come in from SERPs via the "Zach King: My Magical Life" page, the title "Zach King: My Magical Life" title will be applied to every page on the site even though they have unique title tags. This is the site: https://www.shelfstuff.com/book-shelf. Any ideas on how to fix this?

Silo not ranking for main silo page - what can I do?
Hi everyone, I set up a silo for my page http://werkzeug-kasten.com/ . Unfortunately only the silos inner pages rank very good. These are for example http://werkzeug-kasten.com/suchmaschinenoptimierung-seo-freiburg/keyword-analyse/ for "Keywordanalyse SEO Freiburg" <a>http://werkzeug-kasten.com/suchmaschinenoptimierung-seo-freiburg/onpage-seo/</a> for "Onpage SEO Freiburg" ... but the silos main page <a>http://werkzeug-kasten.com/suchmaschinenoptimierung-seo-freiburg/</a> does not rank for "SEO Freiburg". Why is Google ranking irrelevant / not preferred pages for keywords?
Over the past few months we have been chipping away at duplicate content issues. We know this is our biggest issue and is working against us. However, it is due to this client also owning the competitor site. Therefore, product merchandise and top level categories are highly similar, including a shared server. Our rank is suffering major for this, which we understand. However, as we make changes, and I track and perform test searches, the pages that Google ranks for keywords never seems to match or make sense, at all. For example, I search for "solid scrub tops" and it ranks the "print scrub tops" category. Or the "Men Clearance" page is ranking for keyword "Women Scrub Pants". Or, I will search for a specific brand, and it ranks a completely different brand. Has anyone else seen this behavior with duplicate content issues? Or is it an issue with some other penalty? At this point, our only option is to test something and see what impact it has, but it is difficult to do when keywords do not align with content.
