Changed all external links to 'NoFollow' to fix manual action penalty. How do we get back?

I have a blog that received a Webmaster Tools message about a guidelines violation because of "unnatural outbound links" back in August. We added a plugin to make all external links 'NoFollow' links and Google removed the penalty fairly quickly.
My question, how do we start changing links to 'follow' again? Or at least being able to add 'follow' links in posts going forward? I'm confused by the penalty because the blog has literally never done anything SEO-related, they have done everything via social and email. I only started working with them recently to help with their organic presence. We don't want them to hurt themselves at all, but 'follow' links are more NATURAL than having everything as 'NoFollow' links, and it helps with their own SEO by having clean external 'follow' links. Not sure if there is a perfect answer to this question because it is Google we're dealing with here, but I'm hoping someone else has some tips that I may not have thought about.

I would probably move forward based on the following two assessments:
A) by a site's traffic figures, content quality, and backlink profile (assessing this within reason). If they receive a lot of traffic, produce great content, and seem to have an appreciable amount of good quality links, then the site in question is very likely "good" and "trustworthy"
B) by the the types of links that are being provided to the site in question. If a certain instance of a link is not promotional, unlike in the case of a sponsored review, then this criterion checks out
If both check out, then I would say it's safe to remove the "nofollow" tag for that particular link.
Now, thinking about things holistically, I would say that if the site does not link out to a degree that seems above-average or high, then I wouldn't worry about potentially "following" nearly all of your links again. You received the penalty because of the the nature of the linking, the specific links that you linked out to, and/or the volume of external linking.

Can I add external links to my sitemap?
Hi, I'm integrating with a service that adds 3rd-party images/videos (owned by them, hosted on their server) to my site. For instance, the service might have tons of pictures/videos of cars; and then when I integrate, I can show my users these pictures/videos about cars I might be selling. But I'm wondering how to build out the sitemap--I would like to include reference to these images/videos, so Google knows I'm using lots of multimedia. How's the most white-hat way to do that? Can I add external links to my sitemap pointing to these images/videos hosted on a different server, or is that frowned upon? Thanks in advance.

If I nofollow outbound external links to minimize link juice loss > is it a good/bad thing?
OK, imagine you have a blog, and you want to make each blog post authoritative so you link out to authority relevant websites for reference. In this case it is two external links per blog post, one to an authority website for reference and one to flickr for photo credit. And one internal link to another part of the website like the buy-now page or a related internal blog post. Now tell me if this is a good or bad idea. What if you nofollow the external links and leave the internal link untouched so all internal links are dofollow. The thinking is this minimizes loss of link juice from external links and keeps it flowing through internal links to pages within the website. Would it be a good idea to lay off the nofollow tag and leave all as do follow? or would this be a good way to link out to authority sites but keep the link juice internal? Your thoughts are welcome. 404's - Do they impact search ranking/how do we get rid of them?
Hi, We recently ran the Moz website crawl report and saw a number of 404 pages from our site come back. These were returned as "high priority" issues to fix. My question is, how do 404's impact search ranking? From what Google support tells me, 404's are "normal" and not a big deal to fix, but if they are "high priority" shouldn't we be doing something to remove them? Also, if I do want to remove the pages, how would I go about doing so? Is it enough to go into Webmaster tools and list it as a link no to crawl anymore or do we need to do work from the website development side as well? URL Value: Menu Links vs Body Content Links
Hi All, I'm a little confused. I have read a number of articles from authority sites that give mixed signals over the importance of menu links vs body content links. It is suggested that whilst all menu links spread link juice equally, Google does not see them as favourably. Inserting a link within the body will add more link juice value to the desired page. Any thoughts would be appreciated. Thanks Mark

Can I dissavow links on a 301'd website?
So we are performing link removal for a client on his old website (A), which is being 301 redirected to his new website (B). We have identified toxic links on site A and are removing, once complete we will undo the current 301, confirm a new GWT account for website A, and then submit the disavow report. We would then like to reapply the 301 redirect to site B while we are waiting for Google to process the disavow report, the logic being we can retain some current rankings on site B while waiting for the disavow to process on site A. Has anyone had experience with this method? I foresee some potential issues here but am interested to here from others on this. Thanks!

Do I need to use rel="canonical" on pages with no external links?
I know having rel="canonical" for each page on my website is not a bad practice... but how necessary is it for pages that don't have any external links pointing to them? I have my own opinions on this, to be fair - but I'd love to get a consensus before I start trying to customize which URLs have/don't have it included. Thank you.

"Jump to" Links in Google, how do you get them?
I have just seen yoast.com results in Google and noticed that nearly all the indexed pages show a "Jump to" link So instead of showing the full URL under the title tag, it shows these type of links yoast.com › SEO

Increasing Internal Links But Avoiding a Link Farm
I'm looking to create a page about Widgets and all of the more specific names for Widgets we sell: ABC Brand Widgets, XYZ Brand Widgets, Big Widgets, Small Widgets, Green Widgets, Blue Widgets, etc. I'd like my Widget page to give a brief explanation about each kind of Widget with a link deeper into my site that gives more detail and allows you to purchase. The problem is I have a lot of Widgets and this could get messy: ABC Green Widgets, Small XYZ Widgets, many combinations. I can see my Widget page teetering on being a link farm if I start throwing in all of these combos. So where should I stop? How much do I do? I've read more than 100 links on a page being considered a link farm, is that a hardline number or a general guideline?
