Changed all external links to 'NoFollow' to fix manual action penalty. How do we get back?

I have a blog that received a Webmaster Tools message about a guidelines violation because of "unnatural outbound links" back in August. We added a plugin to make all external links 'NoFollow' links and Google removed the penalty fairly quickly.
My question, how do we start changing links to 'follow' again? Or at least being able to add 'follow' links in posts going forward? I'm confused by the penalty because the blog has literally never done anything SEO-related, they have done everything via social and email. I only started working with them recently to help with their organic presence. We don't want them to hurt themselves at all, but 'follow' links are more NATURAL than having everything as 'NoFollow' links, and it helps with their own SEO by having clean external 'follow' links. Not sure if there is a perfect answer to this question because it is Google we're dealing with here, but I'm hoping someone else has some tips that I may not have thought about.

I would probably move forward based on the following two assessments:
A) by a site's traffic figures, content quality, and backlink profile (assessing this within reason). If they receive a lot of traffic, produce great content, and seem to have an appreciable amount of good quality links, then the site in question is very likely "good" and "trustworthy"
B) by the the types of links that are being provided to the site in question. If a certain instance of a link is not promotional, unlike in the case of a sponsored review, then this criterion checks out
If both check out, then I would say it's safe to remove the "nofollow" tag for that particular link.
Now, thinking about things holistically, I would say that if the site does not link out to a degree that seems above-average or high, then I wouldn't worry about potentially "following" nearly all of your links again. You received the penalty because of the the nature of the linking, the specific links that you linked out to, and/or the volume of external linking.

Is there any significant benefit to creating online directory listings that only provide nofollow links to our domain? For context, whilst doing link gap analysis I've found our competitors are listed on local government directories such as getsurrey.co.uk and miltonkeynes.co.uk. Whilst these aren't seen as spam directories, it's still highly unlikely we'll receive much traffic through them. The links they provide to our domain have the nofollow tag. Over-optimizing Internal Linking: Is this real and, if so, what's the happy medium?
I have heard a lot about having a solid internal linking structure so that Google can easily discover pages and understand your page hierarchies and correlations and equity can be passed. Often, it's mentioned that it's good to have optimized anchor text, but not too optimized. Should my back links go to home page or internal pages
Right now we rank on page 2 for many KWs, so should i now focus my attention on getting links to my home page to build domain authority or continue to direct links to the internal pages for specific KWs? I am about to write some articles for several good ranking sites and want to know whether to link my company name (same as domain name) or KW to the home page or use individual KWs to the internal pages - I am only allowed one link per article to my site. Chinese Sites Linking With Bizarre Keywords Creating 404's
Just ran a link profile, and have noticed for the first time many spammy Chinese sites linking to my site with spammy keywords such as "Buy Nike" or "Get Viagra". Making matters worse, they're linking to pages that are creating 404's. Can anybody explain what's going on, and what I can do?

Link Research Tools - Detox Links
Hi, I was doing a little research on my link profile and came across a tool called "LinkRessearchTools.com". I bought a subscription and tried them out. Doing the report they advised a low risk but identified 78 Very High Risk to Deadly (are they venomous?) links, around 5% of total and advised removing them. They also advised of many suspicious and low risk links but these seem to be because they have no knowledge of them so default to a negative it seems. So before I do anything rash and start removing my Deadly links, I was wondering if anyone had a). used them and recommend them b). recommend detoxing removing the deadly links c). would there be any cases in which so called Deadly links being removed cause more problems than solve. Such as maintaining a normal looking profile as everyone would be likely to have bad links etc... (although my thinking may be out on that one...). What do you think? Adam

Should I 'nofollow' links between my own sites?
We have five sites which are largely unrelated but for cross-promotional purpose our company wishes to cross link between all our sites, possibly in the footer. I have warned about potential consequences of cross-linking in this way and certainly don't want our sites to be viewed as some sort of 'link ring' if they all link to one another. Just wondering if linking between sites you own really is that much of an issue and whether we should 'nofollow' the links in order to prevent being slapped with any sort of penalty for cross-linking.

Increasing Internal Links But Avoiding a Link Farm
I'm looking to create a page about Widgets and all of the more specific names for Widgets we sell: ABC Brand Widgets, XYZ Brand Widgets, Big Widgets, Small Widgets, Green Widgets, Blue Widgets, etc. I'd like my Widget page to give a brief explanation about each kind of Widget with a link deeper into my site that gives more detail and allows you to purchase. The problem is I have a lot of Widgets and this could get messy: ABC Green Widgets, Small XYZ Widgets, many combinations. I can see my Widget page teetering on being a link farm if I start throwing in all of these combos. So where should I stop? How much do I do? I've read more than 100 links on a page being considered a link farm, is that a hardline number or a general guideline?
