Can a .ly domain rank in the United States?

Hello members. I have a question that I am seeking to confirm whether or not I am on the right track. I am interested in purchasing a .ly domain which is the ccTLD for Libya. The purpose of the .ly domain would be for branding purposes however at the same time I do not want to kill the websites ability to rank in Google.com (United States searches) because of this domain.
Google does not consider .ly to be one of those generic ccTLDs like. io, .cc, .co, etc. that can rank and Bitly has also moved away from the .ly extension to a .com extension. Back in 2011 when there was unrest in Lybia, a few well known sites that utilized the .ly extension had their domains confiscated such as Letter.ly, Advers.ly and I think Bitly may have been on that list too however with the unrest behind us it is possible to purchase a .ly so being able to obtain one is not an issue.
From what I can tell, I should be able to specify in Google Search Console that the website utilizing the .ly extension is a US based website. I can also do this with Google My Business and I will keep the Whois info public so the whois data can been seen as a US based website.
Based on everything I just said do any of you think I will be OK if I were to register and use the .ly domain extension and still be able to rank in Google.com (US Searches). Confirmation would help me sleep better. Thanks in advance everyone and have a great day!!

Thank you for your reply Peter. I have purchased the domain so lets see how it goes. I will respond here with my findings. These are the steps I am taking:

Public Whois info with a United States address (my business address).

Name servers changed to a US DNS.

Setting the location to the US in Search Console.

Setting the location to a US address in Google My Business.

Use of a web server in the United States (my business address).
According to the registrar that I purchased the domain from roughly 29% of their entire domain client base is in the United States. According to the .ly registrar, US citizens are able to purchase any .ly domain with the exception of 3 character or less .ly's.

Can a .ly domain rank on Google.com? Sure. Here are many that do:

Do they have a ranking disadvantage? That's a lot tougher question. It's definitely in a gray area. Thanks to Bit.ly and some others, there is some precedent for these domains to be treated as generic, if other signals suggest they are not Libyan domains (geo-location, language, etc.), but there's always more risk for a new site and a chance you'll need to spend more to get the same results.
The political situation is much more worrisome, though, because none of us can predict that. If there's a history of .ly domains being confiscated and if that confiscation was considered legal (even in the short-term), then there's no guarantee that won't happen again. That's a risk we can't calculate in SEO terms. The fact that even Bitly eventually went to bitly.com doesn't bode well.
My gut feeling is that (1) there are no magic domain names, and you're going to have to advertise/market/promote any new domain, and (2) given the geo-political situation there is more than average risk (vs., say, a .co domain or one of the new TLDs). There's a lot I don't know about your situation, but I think your hesitation is warranted.

How recovering the ranking after an hacking
Hello, I'm Alexia and a few months ago (end of March) my site has been hacked: hackers have created more than 30.000 links in Japanese to sell tires. I've successfully removed the hack and after 14 days of struggle even decided to change the domain to Siteground as they've been really keen to help. I still have some problems and I desperately need your tips. In search console, Google is informing about the +30.000 404 errors due to the content created by hackers which is not available anymore. I've been advised to redirect those links to 410 as they might have penalty effects in the SERP I have 50 503 server errors recognised by Google back in April but still there. What should I do to solve them? I still have a lot of traffic from Japan, even if I've removed all the content and ask Googled to disavow spamming backlinks. Do you think I have on page keywords? I don't understand how they can still find me. Those KWs are indexed in analytics, but not effective clicks, as the content is not there anymore. I also asked Google to remove links in search console with the tool removing links but not all of my requests have been accepted. My site disappeared from the organic results even if it hasn't been recognised as hacked in Google (there wasn't any manual actions on the Search Console). What can I do to gain the organic positioning once again? I've just tried to use the “Fetch as Google” option on search console for the entire website. Does having multiple Domain aliases hurt SEO rank ?
Our company having multiple domain aliases (DIfferent TLD) like example.com, .net, .org, .club, .win to one site (Same Content). We do this because our country ISP is blocking a few of the domain aliases. Question: Does this hurt the SEO rank? What approach is the best for us to gain SEO Rank?

Domain dominance
I've just started to work for a company who've purchased masses of domains with every conceivable permutation based on all their products with every extension possible e.g .biz . eu. .net (including .co.uk and .com of course). I have two questions: 1. Is it worth keeping all these (they want to add more) domains or let them expire? 2. All the purchased domains are online - is there any point (they redirect with a 301)?

How to combine 2 pages (same domain) that rank for same keyword?
Hi Mozzers, A quick question. In the last few months I have noticed that for a number of keywords I am having 2 different pages on my domain show up in the SERP. Always right next to each other (for example, position #7 and #8 or #3 and #4). So in the SERP it looks something like: www.mycompetition1.com www.mycompetition2.com www.mywebsite.com/page1.html

5) www.mycompetition3.com Now, I actually need both pages since the content on both pages is different - but on the same topic. Both pages have links to them, but page1.html always tends to have more. So, what is the best practice to tell Google that I only want 1 page to rank? Unique domains vs. single domain for UGC sites?
Working on a client project - a UGC community that has a DTC model as well as a white label model. Is it categorically better to have them all under the same domain? Trying to figure which is better: XXX,XXX pages on one site vs. A smaller XXX,XXX pages on one site and XX,XXX pages on 10-20 other sites all pointing to the primary site. The thinking on the second was that those domains would likely achieve high DA as well as the primary, and would passing their value to the primary. Thoughts? Any other considerations we should be thinking about?

Is it normal to initially rank low in the SERPs, then over time gain rank?
We just released a very targeted page for a specific item about 18 hours ago. For the main keyword as well as multiple variations, we currently are ranking around # 40 to # 50 depending on what the exact query is. Is it normal to initially rank lower in the SERPs and then as the page ages, gain? Thank you for your insights!

How Google Deals with States and State Abbreviations
I am in the process of doing research on building content for some state to state transactions. Through our PPC ad history I can see people have searched relatively evenly for full state names versus state abbreviations. Texas vs TX or California vs. CA. If I do a google search for one of our key terms with the state abbreviation, it seems that google returns results with the full state name and bolds the full state name in the meta description even though only the abbreviation, and not the full state name was part of the search. I guess I'm trying to figure out if its worth me building out and targeting two sets of content...one around the full state names and one around the state abbreviations. Any advice?
