Influencers, links, guest blogging, content what really works ?

Hi there,
I am scratching my head lately and wondering what is the best in order to increase the ranking of my website... I am sure most of you will say a combination of everything but what else...
I know that if an influencer (someone who has a important Klout score) writes about you and links to your website is helpful but what about having a link on a webpage like that : https://goo.gl/YYy5f9 is it still worth my time asking for link on those types of webpages (not that they aren't considered spam according to moz spam score)
What about having a link in article on the USA today, what is more important, the fact that the usa today writes about you and has a high DA or the person who writes it ?
I am in tourism industry and work with hotels is it worth my time contacting hotels I work with for links or see that a hotel page is not related to what I do which is bicycle tours, or am I wasting my time ?
Finally, can't I outrank my competitors by just being more relevant in my content than them know I have a DA of already 38...without chasing links and a website that is 10 years old.

Worthwhile for SEO to buy a website with great links which is inactive for 30days and revive it with all its content and after a while transfer it to my core site?
When moving the content after a while to a subdirectory of my core website I would copy the full content and later further improve it. Would the external links that I redirect via 301 be counting similar to links I had earned in the first place? I understand that 301 redirect normally just implies minimal loss of link power. Topic of the site I consider to acquire is loosely related to my core site.

Tabbed Content Revisited
Hi-diddly-ho SEO gurus, quick question. I just saw this article and wanted to get thoughts from the people here. https://www.searchenginejournal.com/google-says-now-ok-put-content-behind-tabs/178020/ I am constantly at war with our UX guy on this subject because he believes, along with our CEO, that tabbed and accordion style information is better from THE UX standpoint. Less clutter on a page but with information still readily available. I am not here to argue that point but was wondering if you agree with the article posted here. I had to inform them their roll needed to be slowed until I could get something a little more concrete on the matter.

Link Building
I have to develop a strategy for link building. The SEO guy I have been speaking with has started putting links on .edu sites etc . To me - this "stinks" of manipulating the search engines - which I know we will get stung by at some point. I hope this isn't standard practice - but I don't know what the best way to improve rankings in terms of links etc. We sell health products and are starting to put out 3-4 high quality articles per week. Copying my Facebook content to website considered duplicate content?
I write career advice on Facebook on a daily basis. On my homepage users can see the most recent 4-5 feeds (using FB social media plugin). I am thinking to create a page on my website where visitors can see all my previous FB feeds. Would this be considered duplicate content if I copy paste the info, but if I use a Facebook social media plugin then it is not considered duplicate content? I am working on increasing content on my website and feel incorporating FB feeds would make sense. thank you

Geo-Targeting Content
I'm to get some ideas on restructuring existing content for geo-targeting. Example: Botox Page Tis is a hypothetical situation -- laser cosmetics clinic in Atlanta trying to rank for Atlanta Botox. The existing content is general information about botox procedures. The problem is editing the content to add Atlanta to the H1 tag and page copy. I'm wondering if there are some techniques to make the edits flow better? My idea is to add a geo-page for each procedure, but I'm wondering if this might interrupt or confuse users in the navigation funnel. Your thoughts? Thanks!
