Similar content, targeting different states

I have read many answers regarding not having duplicated pages target different states (cities). Here is the problem. We have same content that will serve different pages in some provinces in Canada that we can't change allot intentionally. We don't want these pages compete within the same province. What would be the best approach not to get penalized and keep SERP? Initially we though about hreflang, but we can't really do it on the provice/state attributes.

Thanks for the details. So, if you have at least one physical store in each of the provinces, the best bet would be to create a landing page for each of these stores, and put content on it that uniquely serves that region, including but not limited to:
-
Name, Address, Phone,
-
Thorough driving directions
-
Photos
-
Reviews from customers for that store
-
Links to your local listings social profiles for that store

Content highlighting unique factors about that store (regional inventory, events, specials, tips for the region, etc.)
By creating these landing pages with each of your stores as the focus, and by ensuring that most of the content on them is unique, you should not have any concerns about duplication.
However, if there are regions you are targeting where you lack a physical store, that's a different scenario. If that's the scenario, what are your goals for those location-less regions, and what would be the reason for serving them different content for one region than you would for another?

I have a client who wants a website in Spanish and one in English. Typically we would use a multi-language plugin for a single site (brandA.com/en or /es), but this client markets to their Spanish-speaking constituents under a different brand. Does Google frown on using 3 different page titles with same content to secure the top 3 results in SERPs?
Is it frowned upon by Google to create 3 different pages with the sames content yet different titles to secure the top three results in SERPs? For example: Luxury Care Homes in Liverpool Care Homes in Liverpool Private Care Homes in Liverpool The page titles are different with slightly different meta data but the user content is exactly the same, would this be considered a cheeky win or negative to rankings?

Dynamically Changing pages same content
Hey there Mozzers, I have a commerce site that is dynamically adding more products in the same page when you scroll down. I have added SEO Content on the footer of the page. The url is changing when you scroll to ?page-2, ?page-3 and so on. The content stays the same even though the page is dynamically changing. Is there a way to solve that issue? Should I always use canonical pointing to the initial page thus solving the duplication but indicate rel=next and rel=prev to the other pages etc? Thanks in advance

Medical / Health Content Authority - Content Mix Question
Greetings, I have an interesting challenge for you. Well, I suppose "interesting" is an understatement, but here goes. Our company is a women's health site. However, over the years our content mix has grown to nearly 50/50 between unique health / medical content and general lifestyle/DIY/well being content (non-health). Basically, there is a "great divide" between health and non-health content. As you can imagine, this has put a serious damper on gaining ground with our medical / health organic traffic. It's my understanding that Google does not see us as an authority site with regard to medical / health content since we "have two faces" in the eyes of Google. My recommendation is to create a new domain and separate the content entirely so that one domain is focused exclusively on health / medical while the other focuses on general lifestyle/DIY/well being. Because health / medical pages undergo an additional level of scrutiny per Google - YMYL pages - it seems to me the only way to make serious ground in this hyper-competitive vertical is to be laser targeted with our health/medical content. I see no other way. Am I thinking clearly here, or have I totally gone insane? Thanks in advance for any reply. Kind regards, Eric

We have looked over Moz's duplicate content tool and it seems like it is somewhat limited in how deep it crawls. Re-using content
Hi, I've just sold the domain for a website, so I'm free to re-purpose the content over to another website I own. How can I make sure that Gg doesn't deem it as duplicate? Do I need to let Gg naturally realise that the 'original' website no longer has the content on it? Do I need to hold-off putting the content live again? Should I notify Gg by-way of a de-index request, etc (assuming the domain won't incur any difficulty if I do this)? Thanks in advance.

Why duplicate content for same page?
Hi, My SEOMOZ crawl diagnostic warn me about duplicate content. However, to me the content is not duplicated.
