How to Handle Spammy Top Referring Domains

We keep getting links from the domain lyricswithoutmelody.org. Currently we have the most referring backlinks of all from them. I'm not sure what to do with it... is it hurting us? I know I can disavow them, but I'm afraid it will hurt since we have 472 total backlinks from the domain. Their trust flow is 9 and citation flow is 11.
Another option I was thinking is to block the domains IP from seeing our website, would that work? Just trying to figure out the best coarse of action... or if no action at all is best.
I've attached a screenshot of my top referring domains. The ones outlined in red I don't know who they are and if it's helping or hurting.

I use: https://transparencyreport.google.com/safe-browsing/search to gauge if a site is spammy, if so, I follow this guide: https://moz.com/blog/guide-to-googles-disavow-tool

301 redirects within same domain
If I 301 redirects all urls from http://domain.com/folder/keyword to http://domain.com/folder/keyword.htm Are new urls likely to keep most of link juicy from source url and maintain the rankings in SERP?

Best practices for handling https content?
Hi Mozzers - I'm having an issue with https content on my site that I need help with. Basically we have some pages that are meant to be secured, cart pages, auth pages, etc, and then we have the rest of the site that isn't secured. I need those pages to load correctly and independently of one another so that we are using both protocols correctly. Problem is - when a secure page is rendered the resources behind it (scripts, etc) won't load with the unsecured paths that are in our master page files currently. One solution would be to render the entire site in https only, however this really scares me from an SEO standpoint. I don't know if I want to put my eggs in that basket. Another solution is to structure the site so that secure pages are built differently from unsecured pages, but that requires a bit of re-structuring and new SOPs to be put in place. I guess my question is really about best practices when using https. How can I avoid duplication issues? When do I need to use rel=canonical? What is the best way to do things here to avoid heavy maintenance moving forward?

Different Geographies - New Domain or Subdomain?
I have a site that is successful on the SERPs for a certain geography, let's call it City A (I'm sure you can't tell what it is from my username). I'm moving to a new city in another state so I will be building my business in this area (City B). Should I create a new domain for City B with CityBWebsiteDesign.com or should I create a sub-domain called CityB.BrandableCompanyName.com and just redirect CityBWebsiteDesign.com to the URL for offline marketing purposes only? My current website BrandableCompanyName.com has some authority with Google. Will it be better to building something on the sub-domain and get any sort of cross-benefits or are there really no benefits to be had between sub-domains? The benefit of going with CityBWebsiteDesign.com would be having a keyword rich URL but I would basically be starting from zero with building authority. Specific experience you've had with this or cited examples would be great for the discussion! Thanks,
