Australian search - ZERO visibility and stumped

Fair warning, this is going to be long, but necessary to explain the situation and what has been done. I will take ANY suggestions, even if I have tried them already.
We have a sister site in Australia, targeting Australian traffic. I have inherited what seems to be an incredible rat's nest. I've fixed over two dozen issues, but still haven't seemed to address the root cause.
NOTE: Core landing pages have weak keyword targeting. I don't expect much here until I fix this. The main issues I'm trying to resolve first are with the unusual US-based targeting, and the inability of the homepage to rank for anything.
The site is www[dot]castleford[dot]com[dot]au. Here's the rundown on what's going on:
Problems:

The site ranks for four times as many keywords in the US as it does in Australia.

The site ranks for a grand total of 5 keywords on the first page for AU keywords.

The homepage, while technically optimized on-page for "content marketing agency", and with content through MarketMuse, has historically ranked between 60-100, despite having a fairly strong DA with fairly weak competitors, based on AHREFs keyword difficulty, and Moz keyword difficulty. Oddly, the ranking has gone up to 5-7 for three day spurts over the past year.

Infrequent indexing of homepage (used to be every 2-3 weeks, I've gotten that down to 1 week).
Sequence of events:

November 2017 - they made some changes to their URLs - some on the blog and some on the top nav LPs. Redirects seem okay.

November 2017 - Substantial number of lost referring domains, not many seem to be quality.

January 2018 - total number of AU ranking keywords more than halved.

May/June 2018 - added a follow inbound link sitewide to an external site that they created. 20k inbound links with same anchor text to homepage. Site has a total of 24k inbound links.

July-Sep 2018 - total number of US ranking keywords halved

November 10 - I walked into this mess.
What's been done:

Reduced site load speed by over 150% (it was around 20 seconds).

Create sitemap (100 entry batching) and submit to GSC.

Improved MarketMuse score for the homepage.

Changed language from "en-US" to "en-AU"
-
Fetch and render - content is all crawlable and indexed properly.

Changed site architecture for top nav core landing pages to establish clear hierarchy.

All version of GSC created, non-www and www http, and non www https and www https
-
Site crawl - normal amount of 404s, nothing stands out as substantial.

http to https redirect okay.
-
Robots.txt updated and okay.
-
Checked GSC international targeting, confirmed AU.

No manual links penalty
I'm clearly stumped and could use some insights. Thanks to everyone in advance, if you can find time.

Hey Irene,
Here are a few things to take a look at:
1. Internal linking structure (see image attached via screaming frog) - the homepage is the 5th most internally linked page. Increasing that, should help with ranking it
2. Have you done local SEO work in Austrailia - claimed locations via a tool like https://www.yext.com
3. Build links from .com.au sites to help Google see where you are located.

404 or rel="canonical" for empty search results?
We have search on our site, using the URL, so we might have: example.com/location-1/service-1, or example.com/location-2/service-2. Since we're a directory we want these pages to rank. Sometimes, there are no search results for a particular location/service combo, and when that happens we show an advanced search form that lets the user choose another location, or expand the search area, or otherwise help themselves. However, that search form still appears at the URL example.com/location/service - so there are several location/service combos on our website that show that particular form, leading to duplicate content issues. We may have search results to display on these pages in the future, so we want to keep them around, and would like Google to look at them and even index them if that happens, so what's the best option here? Should we rel="canonical" the page to the example.com/search (where the search form usually resides)? Should we serve the search form page with an HTTP 404 header? Something else? I look forward to the discussion.

Sitelinks only show when the URL is searched- Why don't they show when our company name is searched?
Why is is that when I search "protonmail.ch", sitelinks show for our company. However when you search for "ProtonMail", no sitelinks show, even though our homepage is now on the top result. We've been trying different things to improve the navigational structure of the homepage, such as using the <nav>tag. If you have any thoughts on why sitelinks might not be showing up, we'd really appreciate it! Thank you </nav>

Sudden data lost of links in Webmaster tools & search clicks too decreased to zero
Hi guys please help me to solve this webmaster tools issue and downfall of clicks and impressions. What is the Issue : I have managed hills self storage site since long time, but recently ( since few weeks ) in webmaster what I noticed is that, there is a constant reduction in clicks which reached zero thereafter it has been continuously stuck to zero, however impressions too started decreasing from the same time period and that too reached gradually to zero. What I have tested : I have tested Analytics Traffic which is increasing gradually Keywords ranking in Google Australia is also increasing gradually Before October 2014 Total links are 200+, In mid October 2014 it has started decreasing gradually & now it is showing “No Data Available”. 301 redirection is perfect, google fetching is also ok. What Enhancement we did : Site moved to a new server in October 2014 We switched our site pages from “http” to “https” in October 2014 Kindly reply to my above queries so that I can get back to my “Total Links”, “correct impressions” and “clicks” as previously in the webmaster tools ? No Local & Global Search Volumes Next to Competition%
Hi everyone at Moz, I am quite happy with the Moz tool but am surprised that search volumes do not seem available... What is the current status of the situation described in the Q&A below? http://moz.com/community/q/why-does-the-keyword-difficulty-tool-shows-no-search-volume When handling avg. of 1000 keywords and paying for a tool to calculate volume, competition & KEI I find it weird and annoying to find this information is not available. Does this mean that for each keyword one would have to enter it in the Google adwords keyword tool Thanks for your much needed help on this matter as this is difficult to sell to my clients and I need to make final Keyword choices soon and have no data availble. Using a non-visible H1
I have a developer that wants to use style="text-indent:-9999px" to make the H1 non-visible to the user. Being the conservative person I am, I've never tried this before and worry that Search Engines may think this is a form of cloaking. Am I worrying about nothing? And apologies if it's already been covered here. I couldn't find it. Thanks in advance!!!!

Google Custom Site Search
I am an admin on a google custom site search account. I am also the owner of a verified webmaster tools account for the same site. The Custom Search control panel will not let me add URL's or a Site map for on demand indexing, but says "you must submit a sitemap of your own verified sites". Has anyone else has this issue? Does the Owner of the custom search account have to be the owner of the webmaster account, or can the logged in admin be? Thanks

Is having "rel=canonical" on the same page it is pointing to going to hurt search?
i like the rel=canonical tag and i've seen matt cutts posts on google about this tag. for the site i'm working on, it's a great workaround because we often have two identical or nearly identical versions of pages: 1 for patients, 1 for doctors. the problem is this: the way our content management system is set up, certain pages are linked up in a number of places and when we publish, two different versions of the page are created, but same content. because they are both being made from the same content templates, if i put in the rel=canonical tag, both pages get it. so, if i have: http://www.myhospital.com/patient-condition.asp and http://www.myhospital.com/professional-condition.asp and they are both produced from the same template, and have the same content, and i'm trying to point search at http://www.myhospital.com/patient-condition.asp, but that tag appears on both pages similarly, we have various forms and we like to know where people are coming from on the site to use those forms. to the bots, it looks like there's 600 versions of particular pages, so again, rel=canonical is great. however, because it's actually all the same page, just a link with a variable tacked on (http://www.myhospital.com/makeanappointment.asp?id=211) the rel=canonical tag will appear on "all" of them. any insight is most appreciated! thanks! brett
