How to fix Submitted URL marked ‘noindex’

Hi
I recently discovered Google has stopped crawling/indexing my post.
So i had to check my Search console then i saw this Coverage issues saying “Submitted URL marked ‘noindex’”.And anytime I tried Requesting Indexing For the affected pages, Its tells me “Indexing request rejected”.

URL Structure Question
We are building a job board website that will have a decent amount of "career resources" type content and want to make sure we set up our url structure correctly. The difference between an noindex and nofollow?
What is really the difference between an noindex and nofollow and why/when do you want to use them? Built my first wordpress site and the blog "posts" that make up my home page confuse me....as far as passing link juice to my home url...not sure what I am asking here! How do I use nofollow/noindex or is the issue I should be looking at is 301/canonical. Or neither?

Fixing Crawl Errors
Hi! I moved my Wordpress blog back in August, and lost much of my site traffic. I recently found over 1000 crawl errors in Webmaster Tools because some of my redirects weren't transferred, so we are working on fixing the errors and letting Google know. Ok to Put a Decimal in a URL?
I'm in the process of creating new product specific URLs for my company. Some of our products have decimals in them for their names as a unit of measurement. For example - .The URL for a 050" widget would be something like: http://www.example.com/product/category/.050-inch-widget My question is - Can I use a decimal in the URL without ticking off the search engines, and/or causing any other unexpected effects?

We are trying to convince a client to do a massive rewrite from all URL's looking like this: "www.company.com/category/categoryId=82374" to something like "www.company.com/womens/jackets/rain" How would you describe the importance and impact of doing URL rewrites to an ecommerce site?
