I am getting automatic spam links to my site, how can I remove them?

Hello, I need assistance, recently I noticed a huge traffic drop from my blog, lost all the rankings in SERP. I got to know that it's Google OCT Spam Update mainly it's about spamming and black hat techniques.
But I haven't done any spammy practices or Black HAT SEO. I pay good amount of $ a month to freelancing content writers and don't make any spam backlinks.

Checked my site in search console and noticed that I had out of no where got 13000+ links from different dirty sites, as I have never tried to building those links in my life.
I tried to export and Disavow this but via Export I got access to 1000 only and can't find these links in MOZ.
Moz is showing other links, can any one help me out to recover my traffic and If my site is hit with Spam Update, how can I recover from it.
Please help me felling pretty demotivated and stressed

I've been using the Moz Spam Score Checker and my website, sngplbill.pk, currently has a score of 7%. So many spam links that I haven't created are reflected in my domain
Around 500+ spam links got reflected in my domain. I actually haven't created them. Also, the links are not opening. These links affected my spam score. How can I remove them and reduce my spam score?

How can I tell if a site is high quality or not, so far I have been using Moz's Toolbar to find the Domain Authority and Page authority to determine the quality of the site - is this correct?

Should I be taking a gradual approach to link removals?
Quick background: My parents run a travel company and have seen their google ranks drop dramatically in the last few years (usual story: they employed an SEO agency, saw good results to begin with, and then a massive decline in their rankings post-Penguin). Over the last few months I've been working to remove as many of the spam links pointing to their site as I can. However, as I've been doing so, our keyword rankings have been declining even further, not improving. This time last year we were bottom of page 1 for one keyword, then we suddenly dropped to page 5 around Nov with the Penguin update, and now, since I started cleaning up our backlinks, we're no longer in the first 20 pages - we've vanished. Similar situation for other keywords (though not as dramatic) I've been pretty careful to only delete links that are clearly spam (article directories, forum signatures, spam comments on blogs with a keyword-rich username linking to our domain etc). It may be that some of these links were still helping us, but I'd be surprised - they were pretty obvious cases of spam. My question: Is it normal to see this sort of decline at the start of a clean-up campaign? Does google see a sudden decline in the number of links, spam or otherwise, as suspicious? I've devoted weeks already to trying to work on the problems affecting my parent's website, and the situation just seems to be getting worse and worse! Do websites ever recover from a severe Penguin hit?

Link spam outranking me... how and why?!

Links between own sites cause bad pagerank?
Many people say PR does not matter, but for me its an indicator that links from a domain with higher PR may rank better. My client has a about 4 different travel-sites of very different kinds of travelling. His sites are not ranking bad but all sites have just a PR 0-2 although the content is unique. I made the experience that even sites with few content will have at least a PR of 3 after some years with no SEO effort. One reason is may some part of duplicate content (4 Tours begin in Manaus, so the description for Manaus is on all the 4 Tour pages the same) but another is that the pages have few external links but many of other sites he is owning... like: also check out this -> link to another own site. Question: If I take all these links away (they even don't cause many referrals at all) - will this have a positive effect on rankings? Means trying to have always more external links from not self owned sites is a good start? Thanks for sharing your experiences Holger
