noindex, follow for thin content advice

Hello there
We struggle with a number of none indexed pages. I want to ask your professional opinion.
The robots tag is set up as follows, <meta name='robots' content='noindex, follow' /> those pages haven`t got any value but contain valuable pages.
Is setting up robots name="robots" content="noindex, nofollow" / would be a good solution?Here is the page https://www.lrbconsulting.co.uk/tag/enforcement/page/2/
with noindex robot tag.Please let me know what you think.

Who is correct - please help!
I have a website with a lot of product pages - often thousands of pages. As each of these pages is for a specific lease car they are often only fractionally different from other pages. The urls are too long, the H1 is often too long and the Title is often too long for "SEO best practice". And they do create duplication issues according to MOZ. Some people tell me to change them to noindex/nofollow whilst others tell me to leave them as they are as best not to hide from google crawler. Any advice will be gratefully received. Staging website got indexed by google

Unsolved Duplicate Contents in Order Pages of Multiple Products
Hi, I have a website containing 30 software products. Each product has an order page. The problem is that the layout and content of these 30 order pages are very similar, except for the product name, for example: https://www.datanumen.com/access-repair-order/

https://www.datanumen.com/word-repair-order/ Siteliner has reports these pages as duplicate contents. I am thinking of noindex these pages. However, in such a case, if a user search for "DataNumen Outlook Repair order page", then he will not be able to see the order page of our product, which drives the revenue go away. Can you use no-index to counter duplicate content across separate domains?
Hi Moz Community, I have a client who is splitting out a sub brand from a company website to its own domain. They have lots of content around the theme and they want to migrate most of the content out to the new domain, but they also wanted to keep that content on the main site as the main site gets lots of traffic. My question is, as they want search traffic to go to the new site, but want to keep the best content on the original site too, so it can be found in the nav, if they no-index identical content on main site and index content on the new site will they still be penalised for duplicate content? Our advice has been to keep the thematic content on both sites but make them different enough so they are not considered duplicate - we routinely write the same blog post in 50 different ways for them but their Head of Web asked if the no-index is a route, which means they don't need to pay for and wait for brand new content? They are comfortable in losing traffic until the new domain gets traction. In theory, if they are telling Google not to index or rank the main site content, the new site shouldn't be penalised but I'm not confident giving that advice as I've never been asked to do this before. Thoughts?

Content spamming risk
If some websites, which provide information about apps in a particular niche, are publishing the same content which we have given in our app's description when they refer our app for that particular niche then would it lead to spamming? Our website is getting a backlink from one such website so are we at any sort of risk? What should we do about it without having to lose that backlink?

Duplicate content, Original source?
Hi there, say i have two websites with identicle content. website a had content on before website b - so will be seen as the original source? If the content was intended for website b, would taking it off a then make the orinal source to google then go to website b? I want website b to get the value of the content but it was put on website a first - would taking it off website a then give website b the full power of the content? Adding more content to an old site
We have a site which was de-moted from PR4 to PR3 with the latest Google update. We have not done any SEO for a long time for the site and the content is the same with over 100 page.
