Google Cache Date

The Google Cache date for my website:
This is Google's cache of http://www.petmedicalcenter.com/. It is a snapshot of the page as it appeared on Aug 28, 2011 03:19:05 GMT.
Does this date coorelate to the last time Google reevaluated their rankings for my site? So if I had done 15 or so backlinks after the August 28 date, will those start to affect rankings (once they are discovered) after the next time the site is updated?

Google has a public cache (i.e. what you see in the search results) and it's own private cache which is used to evaluate site rankings.
Although when the public cache is refreshed it more than likely updates several ranking factors, there's also crawling done behind the scenes. Backlinks can and most likely will be picked up before the public cache is refreshed.
I've noticed google is getting quite fast on updating rankings and new back links can have an impact sometimes within a day or so now.

My DA is only 22. I got a beautifully crafted dofollow backlink from a site with a DA of 94 and an AHrefs rank of 98 (the 98th most valuable domain in the world) 2 parter- 1. Updating old dated pages or making new ones?

Should I re-update Google webmaster disavow when bad neighbor republish my Feeds?
Hi all! I have a self hosted, WordPress blog. Today I accidentally found a one bad site republish my blog feeds in its sidebar. This blog has cracked software download links, software serial numbers information as well as few legal contents. I think it's is a bad neighbor. And it will cause future SEO issues. That blog hosted on Google blogspot. Then try to contact the site admin to remove my feeds from the sidebar. But I can't find any contact information. This site doesn't have any social networking profiles/pages. How do I block that site re-publishing my feeds? It uses a blogspot.com sub domain, therefore I can't find any who is information. If I use Google webmaster disavow link feature, what happen when I publish new blog posts? Then I have to re-update the webmaster tools disavow links? Thanks!

Site stuck on 2nd page on Google - how can it improve?
Hi I am working on a site http://www.harrisbassett.co.uk that for search terms such as 'Chartered Accountants Swansea' appears near the top of the 2nd page of Google. When looking at what is listed on the 1st page for 'Chartered Accountants Swansea' I would appreciate any advice/guidance on what else could be done to give the site a final push to get on the 1st page of search results. Over the past 2 weeks I have been building inbound links from local citation sites yelp, qype etc along with sites from competitor analysis via opensiteexplorer. Looking at the sites that are on the 1st page I cant understand why many of them are ranking higher than me? Any insight and plan of attack would be most appreciated from any search experts on the forum. Many Thanks

Does the url text count as anchor text in google's algo?
I always try to strive for getting good anchortext in links that people link to my sites with, but sometimes they are not very web savvy, or just plain not willing to format the link the way i want it and we end up with links that use the URL as the anchortext. My question is, if i format a url such that it has keywords in it, and when someone makes a link like this: http://www.storwell.com/self-storage-toronto-bursary-application-form.php does google consider the words: storwell, self, storage, toronto, bursary, application & form as the anchor text?
