Google disapproved ads do not effect seo rankings - Unless google found problems with your landing page and then that would effect seo and ppc because the issue is with the site itself. I would call adwords and ask them what the problem with your site is and how you can fix it.
I agree - what i was trying to say is if they are charging so little your for sure getting nothing worth anything.
