Is this directory good or spamy?

I was using open site explorer and one of our local competitors and in the top 5 of the SERP has a link in http://directory.askbee.net/submit-site-to-directory.html
They want either a $1, $5 or a 3 way link to get your link in the directory.
Do any of these help or would this directory be a waste of time.

Do not spend any money for links, period.
There are a few, highly recognized sites which charge for site reviews. If your site passes the review, then your site will be added to their directory. The main examples are: Yahoo, Business.com, BOTW. A good list can be found here: http://www.seomoz.org/directories
Link exchanges and paying for links are otherwise a waste of time, effort and money. Focus on earning links through quality content and solid relationships.

I have an idea that might help people evaluate casually the strength of backlinks. I'm thinking of building an upvoting list of backlink pages. People can vote on how they feel the strength of the backlink site has personally helped them. What is a good average cost to acquire a link?

Adding NOFOLLOW to all external links, is this a good idea?
In the setting of a news site, with articles that often link to one or more outside sources, is it a good idea to rel="nofollow" all external links? Would this hurt link-building prospects? Of course, internal links would keep on passing link juice back and forth, but is there real harm in following external links? These would be links our writers and editors created themselves to reputable sources, blogs, etc.

Good venues to post articles and generate link juice.
I have a website (www.allianceconcretepumps.com) and am stuggling a bit to get rankings for particular key words. I have lots of great content I could post, in hopes to recieve some links. Submitting to directories all at once? i.e. within the same week or 2?
I have found a bunch of around maybe 20-30 directories that we seem not to be in, and that seem like they might be worth it from what I am reading… My question is - is it a problem to submit to this number of directories all at once – i.e. within the same week or 2? Or should I think about spreading the submissions around a month or 2? Just worried that Google etc might through a flag with a bunch of submissions all at once… Thanks
