SEO Strategy for a Small Budget

Hi Everyone,
I have a considerable amount of clients that have a relatively small budget for SEO and was formulating a new strategy for them. Generally their sites are small < 10 pages, so to get them ranking I was thinking of doing the following:
- work with the client to choose up to 3 key phrases to target
- check the competition level of those phrases
- if they are fairly easy to rank for, pound those phrases to get them ranked.
I would still include some variations of the text to get the long-tail phrases or plurals of words, but I was wondering if this would harm their overall rankings.

I would be focusing on local searches such as "Buying a Home Rochester MN" etc. I have been working with my clients to get their business pages created on the various business directory sites like Google Places, YellowBook etc.

The long tails will give about 70% of your hits

For a small budget, be carful of the keyword competition; make sure you can deliver, before the budget runs out.
I find that if you make sure a small site is technical sound, free from violations, you can rank well with “keyword location” with a limited amount of links. Local directories and the like put it on the owner to ask for business contacts for links and your home. To rank with out the location in the phrase is asking a bit much for most industries -

That would be my strategy attacking the 3 keywords they are wanting to rank for. If additional traffic and ranking comes along its a bonus but at least I can show them measurable results for their money.

Hi Eric, I do really think that it really depend how are you going to do the link building for them. If you hit the major 3 keywords with the links you will pretty much achieve your goal. The long-tail doesn't deliver as much traffic as the major 3 phrases.

It seems to be proper to have this key phrase within the page text and also at the beginning of the first paragraph. But how do i write a first paragraph with this keyphrase and make it sound natural. My first instinct is to write the paragraph like so Hockey sticks Canada - We provide excellent quality hockey sticks nationwide which come with a 1 year warranty and have exceptional build quality and exceed performance expectations. But it just doesnt sound natural. If i put it as follows Hockey sticks in Canada are well known for their quality and craftmanship. We provide excellent quality hockey sticks nationwide which come with a 1 year warranty and have exceptional build quality and exceed performance expectations. I add "in" into the keyphrase to make it sound more natural to the reader. Would google look at this and count it as pertaining to the keyphrase hockey sticks canada? Anybody have any info into making key phrases count on the page without looking to unatural to the reader?

Strategy for product content page development.
I have a project to work on product and landing pages for a website with 5000+ SKU's. I am looking to hire a content writer to do this but I want a strategy in place to develop these pages. I have googled a bit and they mostly talk about the body of the page. I am looking for best practices for the entire page, Title, H1, Meta and body. Why do small changes in keyword phrasing have such big SERP impacts?
I am trying to better understand why some of my pages rank well and some don't rank at all. I've discovered that slight changes to how the key phrase is typed into Google can have dramatic effects on the results. Why is this? And how should I interpret it or use it? I understand that some phrases will be more competitive than others, but that doesn't seem to explain the variances entirely. For example, http://traveltipsthailand.com/phuket/best-bachelor-hotels-in-phuket/ (which is SEO optimised for the long-tail phrase "bachelor hotels in Phuket" and "girl-friendly bachelor hotels in Phuket") ranks #1 or #2 for the key phrase "bachelor hotels phuket", but if I modify the phrase slightly to "bachelor hotels IN phuket" it drops to #12 (page 2) with less relevant competitors (like "Bachelor hotels in Chiang Mai") getting in ahead of it. Likewise, if I search on "best bachelor hotels phuket" (the URL phrase of the page) it is #1 or #2 again, but if I modify the search phrase to "best bachelor hotels IN phuket", my SERP drops to #13. If I use the longer-tail key phrase "girl-friendly bachelor hotels in phuket" the results are even more dramatic. I rank #5 for that phrase in the SERPs with or without "IN" in the search phrase. But if I remove "bachelor" from the key phrase and just search on "girl-friendly hotels in phuket" my page drops right off the SERP radar. Somewhere above #200 I think. Would love to get a better understanding of what influences these changes if anyone really knows. What is the best way to grow local seo outreach?
For example, I live in new york and most of my keywords, page titles and meta are featured for new york but I want to expand into new jersey.
