Production and Priority Issue for SEO and Website Usability

I am a NOVICE .........My website is about 4 months old. My developer/programmer only has 4-6 hours of work a week so it is going to take 4 months to finish two weeks of work. So I have to prioritize the things that are best for SEO (Our architecture is PHP,Apache and Zend) .** If you are interested I would be curious to how you would prioritize some or all of these. Or at least as many as you can until you get bored.**
1. Optimizing Cart/Conversion - 7 hrs - (Extremely low conversion rates)
2. Optimizing Speed for usability -10+ hrs (Very slow on initial load time) 10-14 sec
3. Filling in all Titles and Metadata - 2 hrs
4. Contact persistence with cookie...enter data only once. - 2 hrs
5. Social panels for sharing content - 3 hrs
6. Custom notifications for those who opt in. for updates - 5 hrs
7. Shorten 12 key URL's and optimize with key words - 3 hrs (I rank this very high)
8. Install Wordpress Blog - 5-10 hrs
9. RSS Feed - 5 hrs ( Run a feed real time on side of page)
10. Create Content Management System for me - 20 hrs (So I can make changes)
11. Keywords for H-1 Tags - 1 hr
12. At tag for images - 1 hr
13. Use of bold /italics - 2 hrs
14. Canonical tag in head - 3 hrsAny expert advice will be greatly appreciated.

PS After studying SEO for 1 month I think the priorities should be #7,#3, #2, #1, #5 (on landing pages) #11, #12,#6, #4, #13, #14, #8, #9, #10

Shall I hide short product review texts from customers (to avoid google panda/quality issues)?
About 30% of product reviews that the clients of our ecommerce store submitted in the last 10 years are 3 words or less (we did not require any minimum length). Would you recommend to hide those very short review texts? Where to draw the limit?

Numeric star rating would still go into our accumulated product rating. My only concern here is what impact it may have on google ranking.
To give some context, the site has for a long time some panda/phantom related issues where there are no obvious reasons that we could point to.0 -
CDN for SEO (or not)?
Does CDN impact on SEO or not? There seems conflicting ideas as to whether they impact positively or negatively, I realise that if the page loads quicker this is a good thing for SEO and usability of course. Does Google see CDN as just cheating and a get-around for not doing the work from the ground up and using good hosting etc? Do you have any direct experience? All constructive input much appreciated!

With the New Panda update supposedly only weeks away, is it wise to No Index my products I have not had time to rewrite the product descriptions for ?
Hi Mozzers, I read on SEJ yesterday than apparently the Panda update was due in the 2 - 4 weeks. I still have a large of my products which I have not got around to rewriting unique product descriptions for. I know these product descriptions are duplicated on other affiliate sites so do it think it in light of the panda update coming , would it wise to put a NO INDEX Meta tag on these product pages until I get around to rewriting the descriptions. That way, I may not hit my Panda and it will buy me a bit more time. Just an idea , but thought I'd run it by. thanks Pete

4 questions about a paragraph of SEO friendly text in my e-com websites header.
Hi guys, I'm trying to understand the SEO behind our websites header. www.mountainjade.co.nz As you can see we have a paragraph of relevant introductory text that is also SEO friendly in our header. What I would like some help with is understanding how google views and assigns 'juice' to information like this in the header or footer of a website. Usually certain pages have content specific to a given topic, and google ranks these pages accordingly. But with a websites header / footer its content appears on every page as the header is always at the top and footer at the bottom. 1. In what way does my website benefit from the paragraph of text in the header? e.g at the domain level? Just the home page? etc etc 2. How does google assign 'juice' to the paragraph of text? (similiar to Q1). 3. How would my website be effected if I moved the text to the footer? (Aesthetic change) 4. When I 'inspect element' on the paragraph, it is labelled 'div id=site description.' Can someone please explain the relevance of a sites description to SEO for me. This paragraph of text was in the websites header before I came onboard, and I've been too concerned to change / move it as I don't know enough about it. Any help would be appreciated! Potential Pagination Issue/ Duplicate content issue
Hi All, We upgraded our framework , relaunched our site with new url structures etc and re did our site map to Google last week. However, it's now come to light that the rel=next, rel=Prev tags we had in place on many of our pages are missing. We are putting them back in now but my worry is , as they were previously missing when we submitted the , will I have duplicate content issues or will it resolve itself , as Google re-crawls the site over time ?.. Any advice would be greatly appreciated? thanks Pete

New website : SEO approach and strategy
We are a small startup company looking at starting a complaints website in India having user generated content(complaints) . Would some one help me to draw overall strategies on how we can achieve good traffic over one year. We realise that there is no magic wand to improve positions in search ranking for a site which hosts user generated content esp. since we dont know what key words to target.
