Base HREF set without HTTP. Will this cause search issues?

The base href has been set in the following format:
<base href="//www.example.com/">
I am working on a project where many of the programming team don't believe that SEO has an impact on a website. So, we often see some strange things. Recently, they have rolled out an update to the website template that includes the base href I listed above. I found out about it when some of our tools such as Xenu link checker - suddenly stopped working.
Google appears to be indexing the the pages fine and following the links without any issue - but I wonder if there is any long term SEO considerations to building the internal links in this manner?

Thanks for the comment. I was able to get them to make the changes, but I think I have made some new enemies. Oh well, I will move on in a few months anyhow.

The W3C standards might allow for no protocol, but you would never just put "//" - that's part of the protocol ("http://", "https://", "ftp://", etc.). This usage is technically incorrect. It could cause minor issues on some browsers (although probably not on newer ones).
Does it matter for SEO? Well, that's a bit trickier. Google tend to ignore base href unless there are ambiguous relative URLs, like canonical tags that have no base URL and are unclear. Practically speaking, it's probably not a huge problem, but it is possible for it to cause issues down the road.
Either way, if it's on a sitewide template, it's a 5-minute job, and what they have is wrong. I'm not one to knock devs (I've been a dev and I've managed devs), but they need to stop arguing and just fix it.

They have put it on every page. The programming manager is quick to point out that according to W3C neither http nor https are required for proper links. I have just never seen anyone purposely make all internal links begin with double slashes (//). It certainly makes xenu die, but I am not sure if there is any downside other than xenu and a few other tools not working.

Google Search Console - URL Parameters Tab ISSUE
Hi, Recently i removed some disallowed parameters from my robots.txt and added the setting No Url in my search console URL parameters tab (as can be seen in the image http://prntscr.com/e997o5) Today i saw the orderby parameter indexed even if the setting is to not crawl those urls. Anyone any idea why is this happening? Thank god that all those urls with parameters are canonicalised to their original url's.

Switching to HTTPS from HTTP
Hi, I have switched my website from http to https but now I my facing a problem when I type URL with www ( e.g https://www.example.com) in browser that is working fine but when I type URL without www like https://example.com "This connection is untrusted" error is showing . All I want to is redirect https://example.com to https://www.example.com. Please let me know how can I redirect? Thanks

How to solve Parameter Issue causing Duplicate Content
Hi everyone, My site home page comes up in SERP with following url www.sitename/?referer=indiagrid My question is:- Should I disallow using robots.txt.? or 301 redirect to the home page Other issue is i have few dynamic generated URL's for a form http://www.www.sitename/career-form.php?position=SEO Executive I am using parameter "position" in URL Parameter in GWT. But still my pages are indexed that is leading to duplicate page content. Please help me out.

Bad Duplicate content issue
Hi, for grappa.com I have about 2700 warnings of duplicate page content. My CMS generates long url like: http://www.grappa.com/deu/news.php/categoria=latest_news/idsottocat=5 and http://www.grappa.com/deu/news.php/categoria%3Dlatest_news/idsottocat%3D5 (this is a duplicated content). What's the best solution to fix this problem? Do I have to set up a 301 redirect for all the duplicated pages or insert the rel=canonical or rel=prev,next ? It's complicated becouse it's a multilingual site, and it's my first time dealing with this stuff. Thanks in advance.

RSS Hacking Issue
Hi Checked our original rss feed - added it to Google reader and all the links go to the correct pages, but I have also set up the RSS feed in Feedburner. However, when I click on the links in Feedburner (which should go to my own website's pages) , they are all going to spam sites, even though the title of the link and excerpt are correct. This isn't a Wordpress blog rss feed either, and we are on a very secure server. Any ideas whatsoever? There is no info online anywhere and our developers haven't seen this before. Thanks

How to handle .mobi and normal website for mobile search and regular search
Hi, we have our regular website at jameda.de and a mobile only page at jameda.mobi Users on mobile devices will be automatically redirected to .mobi if they click on a link to jameda.de in the SERPs. What is the best practice to ensure, that Googlebot is indexing jameda.de and Googlebot Mobile is indexing jameda.mobi without duplicate content issues and having Link-Juice benefits on mobile search at the same time?
