Beaten to death but still have to ask, low comp area spammy directory links

I have a client that wants to rank for low comp local keywords (i.e. service + suburban area). Would several well written blog posts on relevant blogs be more effective than 100's of low level spammy directory links? I just want to give him an initial base of a few links, aside from submitting to the local search engines such as those in whitespark citation finder..... please keep in mind this would be a low competition area where on-page would probably rank in the middle of the 2nd page.

I agree with Anthony. Given the choice between spammy directories and guest blog posts I would go with the blog posts.
And I would be willing to do a little work to get them on the best possible blogs.

A spammy link blast might just do the trick, but your SEO results won't have anywhere near the type of longevity that it would have had you used high quality link building tactics like guest blogging. A few great links will solidify your client's position in the results and make the lives of competing SEOs that much more difficult in the future.
Moreover, while low quality exact-match anchor text links might help out one page for one keyword, building strong, high quality links to individual landing pages will have a cumulative effect on your ENTIRE domain's authority, and with increased domain authority comes increased long-tail traffic across the board. Plus, once your domain is viewed as authoritative, you'll be able to rank for mildly competitive terms just by publishing content.

Reviewing a list of links from webmaster console for a client and there are links to their website which render a page but there' s no mention of the clients website on that page. Why does this happen? Why is Google thinking that there is a link to the clients website yet on the page there is no mention of that clients website. GWT Lists URLs with links to my site, but those URLs don't have links to my site
There are a number of URLs that show up for my website in Webmaster Tools as having links to my site when in fact they don't. I know this to be a fact because I actually wrote some of the sites that Google is saying are linking to my site and I know there isn't any links on the specific pages to that site. For example, the site in question is: https://www.liftproducts.com/ As an example, Google is saying that about 100 URLs from https://www.lift-tables.net/ are linking to it when, I'm fairly confident that there is only 1 link to it found here: https://www.lift-tables.net/info.php?countrytabs=3 Yet Google says links exist on this (and many more) page: https://www.lift-tables.net/liftproducts/max-lift/lpt4w-030-48.php I thought at first it might have been due to linking to a image file directly instead of locally hosting it, but after checking the source, that's not the case. I am also seeing this type of non-linking being reported on sites I have no clue what they are. For example, some Spanish site about tandem bicycles is being listed as linking to liftproducts.com: http://206-225-85-34.dedicated.abac.net/tandem/inc Yet I can find no evidence of an actual link existing. Am I missing something here? Any insight of why this is happening and how I can clean up my link signature would be appreciated.

I recently requested a link back from a site that is ranking 2nd for a term that i'm working on and they said they would gladly give me the link and remove my competitors but would also like me to have an ad on the same page for an annual fee that i could link to a landing page. I know that paying for links is no good and google can penalize you. so do i pay them and do a no follow to the landing page from the ad and call it a day? and how does google differentiate an ad from a link?

Are reputable local directories effective link building resources for high rankings in local search?
I'm working on a local search campaign. Generally, the first thing I do is add the site to all of the local directories that I know of. I'm curious, with penguin updates, whether or not this is still an effective strategy for local search.
