Google Penguin w/ Meta Keywords

It's getting really hard filtering through the Penguin articles flying around right now so excuse me if this has been addressed:
I know that Google no longer uses the meta keywords as indicators (VERY old news). But I'm just wondering if they are starting to look at them as a bigger spam indicator since Penguin is looking at over-optimization.
If yes, has anyone read good article indicating so?
The reason I ask is because I have two websites, one is authoritative and the other… not so much. Recently my authoritative website has taken a dip in rankings, a significant dip. The non-authoritative one has increased in rankings… by a lot.
Now, the authoritative website pages that use meta-keywords seem to be the ones that are having issues… so it really has me wondering. Both websites compete with each other and are fairly similar in their offerings.
I should also mention that the meta-keywords were implemented a long time ago… before I took over the account.
Also important to note, I never purchase links and never practice any spammy techniques. I am as white hat as it gets which has me really puzzled as to why one site dropped drastically.

Can anyone suggest one reason why google would consider meta keywords a sin?
If nobody has good reasons then I doubt that google would penalize for them.

While I haven't seen any Penguin update that mentioned the meta keywords specifically, there was a lot of talk of over optimization and the meta keywords can certainly fall in that arena. Old webmasters would stuff the meta keywords with tons of similar words. The meta keywords has no upside at all and can potentially be a red flag to both Bing and Google if keywords in this meta tag are not consistent with page content.
All said, I would look for other reasons why the site may of been consumed by the penguin. But if your meta keywords are excessive and repetitious I would definitely remove them.

High ranking nationally but not locally via google
A website I am working on is ranked very well in all tracked keywords at a national level, but not from a local standpoint via google. I find it weird that the site is on the first page if you search from many other states/towns/locations but not locally. Looked on Google Search Console and couldn't see any link to why this is happening. Figured we would clear out the htaccess for any redirect issues and hope it fixes it. Suggestions please? Never seen google do this. It is strange.

Glossary pages - keyword stuffing danger?
I've put together a glossary of terms related to my industry that have SEO value and am planning on building out a section on our site with unique pages for each term. However, most of these terms have synonyms or are highly similar to other valuable terms. If I were to make a glossary, and on each page (that will have high-quality, valuable, and accurate definitions and more), wrote something like "{term}, also commonly referred to as {synonym}, {synonym}," would I run the risk of keyword stuffing penalties? My only other idea beyond creating a glossary with separate pages defining each synonym is to use schema.org markup to add synonyms to the HTML of the page, but that could be seen as even more grey-hat type keyword stuffing. I guess one other option would be to work the synonyms into the definition so that the presence of the keyword reads more organically. Thanks!

Google admits it can take up to a year to refresh/recover your site after it is revoked from Penguin!
I found myself in an impossible situation where I was getting information from various people that seem to be "know it all's" but everything in my heart was telling me they were wrong when it came to the issues my site was having. I have been on a few Google Webmaster Hangouts and found many answers to questions I thought had caused my Penguin Penalty. After taking much of the advice, I submitted my Reconsideration Request for the 9th time (might have been more) and finally got the "revoke" I was waiting for on the 28th of MAY. What was frustrating was on May 22nd there was a Penguin refresh. This as far as I knew was what was needed to get your site back up in the organic SERPS. My Disavow had been submitted in February and only had a handful of links missing between this time and the time we received the revoke. We patiently waited for the next penguin refresh with the surety that we were heading in the right direction by John Mueller from Google (btw.. John is a great guy and really tries to help where he can). The next update came on October 4th and our rankings actually got worse! I spoke with John and he was a little surprised but did not go into any detail. At this point you have to start to wonder WHAT exactly is wrong with the website. Is this where I should rank? Is there a much deeper Panda issue. We were on the verge of removing almost all content from the site or even changing domains despite the fact that it was our brand name. I then created a tool that checked the dates of every last cached date of each link we had in our disavow file. The thought process was that Google had not re-crawled all the links and so they were not factored into the last refresh. This proved to be incorrect,all the links had been re-cached August and September. Nothing earlier than that,which would indicate a problem that they had not been cached in time. i spoke to many so called experts who all said the issue was that we had very few good links left,content issues etc.. Blah Blah Blah, heard it all before and been in this game since the late 90's, the site could not rank this badly unless there was an actual penalty as spam site ranked above us for most of our keywords. So just as we were about to demolish the site I asked John Mueller one more time if he could take a look at the site, this time he actually took the time to investigate,which was very kind of him. he came back to me in a Google Hangout in late December, what he said to me was both disturbing and a relief at the same time. the site STILL had a penguin penalty despite the disavow file being submitted in February over 10 months ago! And the revoke in May. I wrote this to give everyone here that has an authoritative site or just an old one, hope that not all is lots just yet if you are still waiting to recover in Google. My site is 10 years old and is one of the leaders in its industry. Sites that are only a few years old and have had unnatural link building penalties have recovered much faster in this industry which I find ridiculous as most of the time the older authoritative sites are the big trustworthy brands. This explains why Google SERPS have been so poor for the last year. The big sites take much longer to recover from penalties letting the smaller lest trustworthy sites prevail. I hope to see my site recover in the next Penguin refresh with the comfort of knowing that my site currently is still being held back by the Google Penguin Penalty refresh situation. SERP dropping along with competitors - Google algorithm mix up?
I am hoping someone will have some insight as our recent ranking drop has been driving me crazy trying to figure out what happened. Our site is www.dgrlegal.com. We've been building links by creating quality content and getting others to link to it. We've seen our rankings rise to 3 for a number of keywords. Suddenly around March we saw a pretty drastic drop but only for certain keywords (maybe a Penguin hit?). For example, "new jersey process service" still has us ranked 3rd but "new jersey process server" sees us much lower around 19. I've noticed several competitors have dropped while one has risen so is this negative SEO? Probably not as our backlink profile doesn't seem suspicious but it has me very confused. We've received no warnings or notices from Google. The only thing I see is that our indexed pages went from 13 to 98 in January and have been now steadily increasing to 129, although I thought this would be a positive. Any suggestions or thoughts? I thought maybe things would shake out but it hasn't happened as of yet - we just keep dropping.

Webiste Ranking Differently Based on IP/Data Center
I have a site which I thought was ranking well, however that doesn't seem to be the case. When I check the site from different IPs within the US it shows that the site is on page 1 and on other IPs it shows that it's on page 5 and for some keywords it shows it's not listed. This site was ranking well, before but I think google dropped it when I was giving putting in too much work with it (articles and press releases), but now it seems to have recovered when I check with my IP, but on other data centers it still shows it prior to recovering. It was able to recover after not building links to for a period of time, it showed it moved back up from the data center I'm connected to, but it still shows the possibly penalized results on other data centers. Is it possible that site is still penalized? So the question is why does it show it recovered in some data centers and not others? How do I fix this? It's been about 2 months since it's recovered from some data centers. Is this site still penalized or what's going on? There are no warnings in web master tools. Any insights would be appreciated! This isn't an issue with the rank tracking software, I've tested this on a multitude of IPs with varying differences. Thanks!

Single-words high keyword density. How many is too many.
Dear All SeoMoz users, I'm a web designer for some time now. Doing some basic SEO from time to time. I just started up with brand new website. The website is not ranking very well for 2nd line keyword (keyword density < 2%), but the problem is not ranking at all for for my main keyword. I think the problem is the keyword density. For phrases that are 3-words long my keyword density is less than 4%. I suspect the problem is that keyword density for single-word phrases is between 8-12%. Please note that the 3 words with highest keyword density make my main 3-words long keyword. Is this the case? Should I be avoiding keyword density larger than 4% for single-word phrases as well? What is you experiences is this matter? Could my single-word phrases be treated as keyword stuffing by Google?
