How do i chaneg a url without losing pre-existing linkjuice?

my client has a page on his site: www.revisitors.com/REF/TEST
the page is for a free traffic offer...i have this page currently ranking 25th or so for "free traffic" - a great keyword to rank for to promote this offer with.....
i want the url to be www.revisitors.com/free-traffic.html and then change the title tags to free traffic | free targeted traffic
or something along those lines....i have hardly put in any linkbuilding work at all to get to 25 - it was a surprise but now that we are there i want to tighten things up and optimize as well as possible....
how do i do this without losing previously built linkjuice and without having a duplicate content issue for having both pages exist with a 301 redirect....
if i am wrong about something please dont hesitate to set me straight...i am only masquerading as an seo expert these days anyway.....thanks.

Your page has a page authority score of 25 and a pagerank=4. So as you mentionned, link signals are not so bad.
To me you should follow this process:
- Identify keywords that drive visits to this page (www.revisitors.com/REF/TEST)
- Build a new page with content related to the old page to make sure that the content of the new page will stay relevant for google and users
- 301 redirect from the old page to the new one
- Modify the title

Home page keyword in url
I have been looking into SEO for a few weeks now trying to perfect a homepage. Going through various sources on MOZ, and other examples out there on the internet, I keep seeing that you should have your keyword in the URL of the page. The homepage is the page most people want to rank the highest in google searches, however, you cannot put the keyword in the URL as most home page URLs are simply /. Should I actually make the home like this: www.example.com/key-word-example? I would imagine this would not be the normal for many users and would seem like it's not the home page.

Is it best to include the keywords from the most common search in the domain name, they would like: forenamesurname.com but should I be recommending: weddingmakeupbyforename.com Does it make much difference to search rankings if the keyword is in the domain name? Language for URLs on new international websites
We are due to launch our new site and it will be targeting an international market. We have setup these new sites in the following way www.website.com/fr/content-goes-here www.website.com/es/content-goes-here This has been done in conjunction with setting up the parameters in GWT and making sure it is optimised for the language itself, and that countries search engine. But our web dev team have said that the URLs at the moment will be in english and not the native language, so if you were on the french version of our site you would see the url in english and not french. Will this negatively affect the site for SEO, and who else would think it would be negative from a usability perspective? Any help is appreciated.

URL Question
This url looks bad: http://www.patrickmunoz.com/#!classes/c1vw1 And when you click around the page change doesn't actually occur, it's a fade into the next page. I think this is a major problem for rankings. URL / Meta info for Author bio pages
When you create a biography page for authors that point back to their G+ account, do you include any other signals in the URL other than the authors name? For example, would you use www.domain.com/sam-spade or www.domain.com/sam-spade-biography, etc? Similar question for the meta description. Do you add any signals there? Question about url structure for large real estate website
I've been running a large real estate rental website for the past few years and on May 8, 2013 my Google traffic dropped by about 50%. I'm concerned that my current url structure might be causing thin content pages for certain rental type + location searches. My current directory structure is:

How many urls per page is to many
I know it used to be 100 urls per page, but recently Matt cutts has said that they can count a lot more now. I was wonder what you guys thought was how many was to many per page?
