Local Offices Optimization

One of my client has offices in 11 different cities and we have a page on the website for each office.
I have optimized each page as well as I could for each city. Every on-page aspect I nailed and I even added a unique 100-150 words text and 3 pictures of the offices to each page to make sure Google wouldn't penalize me for having nearly identical pages.

However, even after doing all that, I can't seem to get as many #1 rankings as I think I should. I get outranked by websites not optimizing their page properly...
Is it because of inbound links metrics?
How do you build links to each office page without spamming?
Any advice?

Since it's a pretty competitive market I think I will have to build links directly to the office pages.
The problem is that directories often don't allow deep linking. I will have to work hard to find the ones that will allow it.

I was in a similar situation where I created unique pages for multiple cities in our service area. The pages are linked from my home page in the footer. At first, the city pages did not do well in google. I recently have started to obtain high-quality links to my homepage and have seen the city pages increase in ranking.
While it still is good to build links to each "office" page, building links to your homepage will give enough juice to your other pages for them to rank well.
More competitive areas may need to have links built directly to the office page. You can try doing this with local directories - for each directory listing use the office page as the URL for that listing.

I Googled "Bankruptcy Trustee in Lachine" and "Bankruptcy in Lachine"
My location is in Miami, Fl - USA. On the 1st term you were 2nd after the yellow pages. On the 2nd term you were 4th after yellowpages and findlaw (then local).

Optimize homepage for brand-name or local keyword query for franchisees?
We are launching quasi "microsites" for our franchisees within our main company website. My question is wether to optimize the homepage for the franchisee's business name OR a local keyword query? I know standard practice is to optimize the homepage for your company's brand-name, but in this case, brand awareness isn't strong for these new local businesses. What strategies can you use when you're optimizing for 10 locations x 20+ services?
We have a client site (a dentist) that has 10 locations and 20+ services (braces, teeth whitening, cosmetic dentistry, etc, etc.). We're trying to figure out the ideal approach to optimally cover all their locations and services, but each option we consider has drawbacks: Optimize service pages for service name + each location name (or at least the biggest location names), with service name and location names in the title tag. That results in a too long title tag, plus possible user confusion, since they are searching for "braces richmond" but the title tag lists other cities, some of which are in a different state. Optimize service pages for service name + each location name, but don't include the locations in the page title. This is the current option being used, but it appears to be hurting the rankings at least a bit not having the location name in the page title. Create a page for each service + location combo. That will be 200+ pages, which will mean the pages will be deeper in the site, with less link juice. Create new domains for each location/state covered. But then we have to start over building link juice. How have other sites dealt with this? What has worked best and what hasn't worked?

Page Rank Worse After Optimization
For a long time, we had terrible on page SEO. No keyword targeting, no meta titles or descriptions. Just a brief 2-4 sentence product description and shipping information. Strangely, we weren't ranking too bad. For one product, we were ranking on page 1 of Google for a certain keyword. My goal to reach the top of page 1 would be easy (or so I thought). I have now optimized this page to rank better for the same keyword. I have a 276 word description with detailed specifications and shipping information. I have a strong title and meta description with keywords and modifers. I have also included a video demonstration, additional photos and an PDF of the owners manual. In my eyes, the page is 100% better than it ever was. In the eyes of MOZ, it's better also. I've got an A with the On-Page Grader. Why is this page now ranking on page 8 of Google? What have I done wrong? What can I do to correct it?

I am working on a job site that only ranks well for the homepage with very low ranking internal pages. My job pages do not rank what so ever and are database driven and often times turn to 404 pages after the job has been filled. The job pages have to no content either.
