Is link exchange a reliable source to get back links?

I read a latest post on seomoz that _“Do not buy or exchange link with anyone who contacts you. This is completely against Google's policies and if they were to find out, you could be penalized." So I went through Google's ''Link Schemes'' and found that ''Excessive link exchanging ("Link to me and I'll link to you")'' can negatively impact a site's ranking . _
So is it the ''excessive'' link exchanging that can cause a negative impact? Exchanging links with good quality, cached sites (without excessive doing) can do good or bad? Can anyone please explain to me in detail?

Ya,link exchange is harmful for your site and it can also negatively impact on site's ranking. As Keri Said " Do keep in mind that it is against Google's guidelines to buy links for the purposes of passing page rank. "

What are he benefits of getting 200+ links from DA 40+ non-relevant websites?
I have a client who has an opportunity to sponsor a prestigious national organisation. In return, they will get 200+ links from the websites of the organisation's members. Most of which are DA 40+.None of the linking sites have any relevance to my client's industry.1) How likely do you think it is that Google will view these as paid links?2) Do you feel that there is potential harm in gaining this many non-relevant links in a short time-frame?3) The client wants me to quantify the ranking benefits of gaining these links and calculate a potential ROI. Where can I get a list of broken links to my client's website?
I have a client who owns a website that attracted a large number of links to internal pages of their sites. Without realising the value of those links, they removed every page of their website other than the home pages that now reads, "new website coming soon". How can I get a list of every website still linking to the (now broken) internal pages of their site?

Link Detox and Link Removal
I have a question about which links to remove after running a link detox from Link Research Tools. First a little back story. I had had an SEO company link building for one of the websites I own. But I have recently stopped working with them. In the last month my rankings have near dropped off the charts. I have just recently gotten access to Google webmaster tools and noticed an unnatural link warning from back in March. So yesterday I ran link detox and it reported 19 toxic links, 120 suspicious links, and 24 healthy links. It's rather obvious that I should remove all of the toxic links. They all from sites that have been deindexed by google. But my question is a about the suspicious links. What should my criteria be for removing them? Am I better off removing them all and leaving my site with only 24 healthy links or should I personally comb through them and remove only the worst of the worst so that I leave my site with a few more links? I'd really like to get the site ready to resubmit to google as soon as I can. Thoughts? yyCOf.png

I listed the products I sell and I could have all my partners and associates list my web site on their profiles. Great idea to get back links in short order; however the links would be unrelated. . Is it worth the effort . BTW, it's a white hat method. Should I proceed?
I have come up with a very creative way to get some great back links using white hat methods. The problem is that the back links to the site would be to an interior page or external promotional website which then have links back to the main website. What kind of value for the main domain would this potentially achieve. What are peopLes thoughts on this idea?
