Im working with a gutter installation company and they serve 2 states, so i want to optimize the website for these 2 states, what would be best thing to do in this case?
create 2 separate tabs for each state and mention them in the content,
and build links to each of them? or should i just create one page mentioning these keywords

I would agree with Adam.
Create two separate sections for both states and then add some really good content in those sections, with good on page optimisation, and then begin link building for those pages.

Probably best to create a separate page for each state, with info on their service area and/or locations in that state. That's not to say you can't also optimize the homepage for keywords related to both states. For example, the homepage title could be something like "Gutter Installation - ABC Gutters, Serving Hawaii & Alaska".

Second anchor text on page. Does it count?
Back in 2008 there was "proof" that the anchor text of a second link on a page would not be counted for the anchor text.

Homepage Vs. Inner Page Backlink Building?
If I'm trying to rank multiple inner pages, when does strengthening the homepage become more productive than strengthening the inner pages themselves? Is there a strategy to this? For example, maybe you build up a few dozen backlinks to each inner page, and then focus all your efforts on the homepage? Because, from my understanding, strengthening the homepage will go a long way towards helping your inner pages rank. Is that correct?

Subdomain or no subdomain ? About location of a special page on the site
I have a blog on interior decoration and I have made a Wordpress Plugin which is not at all related to the niche of my blog...I have created this plugin in the hope that I might get backlinks due to this...but am not sure whether I should keep the plugin documentation page on some page of the blog itself like www.example.com/blog/plugin-page/ or on some subdomain like plugin-page.example.com

Why links coming from this page are never found? (opensiteexplorer)
There is a very strong authority and ranking website that has links on it to some of our competitors websites and other companies. I used opensiteexplorer to check if these links were showing up as backlinks on competitors site but I was unable to find them. This 'powerful' page of links has been around for quite a while so I don't think time has anything to do with it. SEOmoz toolbar itself gives the particular page good rank, trust, and authority. Using this website (not sure it has any use) http://rapid.searchmetrics.com/en/ it finds the outbound links and domains. I was unable to find any nofollow or noindex things anywhere on the site.. Just looking at the site and it's links I would think it an ideal backlink target for my company. However using opensiteexplorer I am lead to believe this backlink is never being found? Any thoughts? Helpful or Hurtfull / Distributor Links to Our site on every product page?
We have a distributor site with a page rank of 3 on its home page, and 0-1'ish on its product pages. While our manufacturing site is PR 4 getting close to 5... We are thinking about adding a link from our distributors product pages to our manufacturing appropriate material information page. This would be about 10k links spread out among 7 materials. We want to add these links to help our distributor sites customers, but we don't want to hurt our manufacturing site in the process. I personally don't know of any problem this would cause, but our manufacturing site is so important I need to verify adding this many links wouldn't hurt us. Your thoughts and knowledge is appreciated.
