Huge number of indexed pages with no content

Hi,
We have accidentally had Google indexed lots os our pages with no useful content at all on them.
The site in question is a directory site, where we have tags and we have cities. Some cities have suppliers for almost all the tags, but there are lots of cities, where we have suppliers for only a handful of tags.
The problem occured, when we created a page for each cities, where we list the tags as links.
Unfortunately, our programmer listed all the tags, so not only the ones, where we have businesses, offering their services, but all of them!
We have 3,142 cities and 542 tags. I guess, that you can imagine the problem this caused!
Now I know, that Google might simply ignore these empty pages and not crawl them again, but when I check a city (city site:domain) with only 40 providers, I still have 1,050 pages indexed. (Yes, we have some issues between the 550 and the 1050 as well, but first things first:))
These pages might not be crawled again, but will be clicked, and bounces and the whole user experience in itself will be terrible.
My idea is, that I might use meta noindex for all of these empty pages and perhaps also have a 301 redirect from all the empty category pages, directly to the main page of the given city.
Can this work the way I imagine? Any better solution to cut this really bad nightmare short?

NoIndex I think is slightly superfluous as the 301 will take care of it and also point people to a proper result and give Google a redirected result.
However SEOMoz's Robots information page page suggests:
"In most cases, meta robots with parameters
"noindex, follow"
should be employed as a way to to restrict crawling or indexation."- So maybe consider that...
As for Robots, you can check out SEOMoz's Robots information page where it has information on wildcards, which you could use, which I THINK would work (i.e. http://domain.com/*/tags ?
Not quite sure on that last bit though...

I will then use the 301, but should I also use the noindex tag for these pages to be removed from the index?
Does it make an emphasis on my intention, or it adds no extra to the process? Perhaps, they should not be used together at all, as basically they are meant for different tasks.
(Unfortunatyly, robots.txt is not really a solution, as we have the following url structure:
Since all the cities have at least a couple of valid tags, I can't specify the path to be excluded from indexing. I would also try not to add 2,000+ cities individually.
As for GWT, url removal for this number of pages might also not be an option, as I have minimum 100,000+ no-value pages to be removed (the limit is 500 per month).)

I would agree, just setup a 301 redirect so that users don't bounce and actually get directed to something remotely useful, even just a listing of all the tags around the site or a home page or something (even if you do the below, to ensure users who stumble on these pages are still happy).
You could also use a robots.txt file to show which ones you don't want to be indexed, and finally you may also use Google's Webmaster Tools to manually remove particular pages!
A combo of all of those will work a treat!

AJAX and High Number Of URLS Indexed
I recently took over as the SEO for a large ecommerce site. Every Month or so our webmaster tools account is hit with a warning for a high number of URLS. In each message they send there is a sample of problematic URLS. 98% of each sample is not an actual URL on our site but is an AJAX request url that users are making. This is a server side request so the URL does not change when users make narrowing selections for items like size, color etc. Here is an example of what one of those looks like Tire?0-1.IBehaviorListener.0-border-border_body-VehicleFilter-VehicleSelectPanel-VehicleAttrsForm-Makes We have over 3 million indexed URLs according to Google because of this. We are not submitting these urls in our site maps, Google Bot is making lots of AJAX selections according to our server data. I have used the URL Handling Parameter Tool to target some of those parameters that are currently set to let Google decide and set it to "no urls" with those parameters to be indexed. I still need more time to see how effective that will be but it does seem to have slowed the number of URLs being indexed. Other notes: 1. Overall traffic to the site has been steady and even increasing. 2. Google bot crawls an average of 241000 urls each day according to our crawl stats. We are a large Ecommerce site that sells parts, accessories and apparel in the power sports industry. 3. We are using the Wicket frame work for our website. Thanks for your time.

Pages removed from Google index?
Hi All, I had around 2,300 pages in the google index until a week ago. The index removed a load and left me with 152 submitted, 152 indexed? I have just re-submitted my sitemap and will wait to see what happens. Any idea why it has done this? I have seen a drop in my rankings since. Thanks

Duplicate Page content / Rel=Cannonical
My SEO Moz crawl is showing duplicate content on my site. What is showing up are two articles I submitted to Submit your article (article submission service). I put their code in to my pages i.e. " <noscript><b>This article will only display in JavaScript enabled browsers.</b></noscript> " So do I need to delete these blog posts since they are showing up as dup content? I am having a difficult time understanding rel=cannonical. Isn't this for dup content on within one site? So I could not use rel="cannonical" in this instance? What is the best way to feature an article or press release written for another site, but that you want your clients to see? Rewritting seem ridiculous for a small business like ours. Can we just present the link? Thank you.

Question about content on ecommerce pages.
Long time ago we hired a seo company to do seo in our website and one of the things they did is that they wrote long text on the category pages of our products. Example here: http://www.theprinterdepo.com/refurbished-printers/wide-format-laser-refurbished-printers Now my marketing person is saying that if its possible to put the text below the items, technically I will find out how to do it, but from your seo experience, is it good or bad? What about if we short those texts to one paragraph only? Thanks

Duplicate page content errors in SEOmoz
Hi everyone, we just launched this new site and I just ran it through SEOmoz and I got a bunch of duplicate page content errors. Here's one example -- it says these 3 are duplicate content: http://www.alicealan.com/collection/alexa-black-3inch http://www.alicealan.com/collection/alexa-camel-3inch http://www.alicealan.com/collection/alexa-gray-3inch You'll see from the pages that the titles, images and small pieces of the copy are all unique -- but there is some copy that is the same (after all, these are pretty much the same shoe, just a different color). So, why am I getting this error and is there any best way to address? Thanks so much!

Getting more pages indexed by yahoo and bing
