Are Links/Resources pages considered spam?

I'm dabbling with link building in a non link-happy industry, traffic safety (IE Traffic cones, barricades, safety vests, etc...). We currently are doing #RCS in terms of giveaways for college students as well as discounts in a wider EDU Outreach campaign as well as legitimate guest posting.
I have started to use Link Prospector, and got a list of links/resources pages that we can get info from. I found some great links through here, including ways to get links from higher-profile .gov domains, but was wondering if it is worth it to go after the high(er) quality links/resources pages. By higher quality, I usually set a floor of a DA 25-30 and have a limited amount of external links per page. These would be for branded keywords (IE the company name/domain) and not exact match anchor text.
I'd really like to see how other SEOs feel about this.

_Ok, here I am assuming that you are sending mails to high quality sites with the hope of getting your website listed legitimately there and you hope that this initiative will drive some traffic and add credibility to your brand. I do not take it a worrying trend because you are not spamming the web with exact matched anchor text or trolling gov sites with comment spams. However, if the Gov sites are asking to return the favor in exchange of some kind of link back, in that case, it could be something to worry about. Now, if you are still worried, you can simply use rel nofollow tag against the link. _

Links/Resources pages can be, under the right circumstance, a great place to be linked from.
Now this is dependent on a number of factors. A website that has a resource page that contains links only from within their niche/area of expertise, on a website that you can be sure has not built dodgy links itself, then there should be no harm in having a link there. Even if the page has a lot of outbound links, if it's a reputable website then your link will still be worth something, although might be diluted due to the other links.
Of course, a site that has one link pointing to pet supplies and another linking to viagra on the same page is going to raise suspicion. Similarly, if the resource page sits on an authoritative domain but the PA score is nil or very low, then it may not be worth pursuing. That's why I'd also approach the issue from an issue of branding. I'd think to myself "Would a link to my website from this website come across as authoritative to the user?" That is to say, if someone was on a user journey to buy car parts in michigan, and on the government resource page a link to your car parts website is there, that's going to be a ringing endorsement for your website in both the eyes of the user and a Googlebot.
In many ways, you could approach links/resource pages like web directories. If you have the opportunity to get a link from an authoritative one on a solid website, I can't see it doing much harm.

I think you've answered your own question in a way. Link pages come in a variety of formats. Most universities / government / non-profit websites have link or resource pages. If you can get a legitimate backlink from those properties then you're doing it right!
If on the other hand you're targeting "resource / link" pages that are obviously trading links in an attempt to funnel pagerank or manipulate serps then steer clear.

Internal Links - How to Increase them, Categories not being considered as Internal Links
Hi All: As per my understanding, Internal Equity Passing Links is a metric defining PA. Now my website has around 65 internal links while few of my competitors have more than 180 links. I am unable to understand how to increase the internal links passing equity on my website, because I can see, more number of links on my website than my competitors but opensiteexplorer does not show that. http://www.business-baltics.com what would you change in terms of on page seo? Should all categories have a longer introduction text + an image that reflect that category? Most companies don't have any text in their profile for example: http://www.business-baltics.com/baltmar-trade-ou-503456 All content is paid (if they don't pay they don't get a chance to introduce themselves) ... how would you improve the rankings of companies like that? By the way I cannot change that, it is the company policy. Should we make a chance for people to "vote" for a company that google would have the stars next to all companies. Would that help to get more visits from Google? How should we rank better in Yandex and Baidu? (Baidu sent 1 visitor in last month). And yes we have the chinese language... Link from a non existing page- is it bad?
If Google Webmaster tools is showing a link to my site and when checked, that page doesn't exist (404 error), does that mean anything? Is it bad?

What are the pros and cons of using a link builder? Can link building be outsourced?
Hi, I have great content on my website which I would like to build external links to from other websites. I am told this will increase my domain authority and ultimately help search engine ranking positions. I have very limited time in my hands and now thinking of outsourcing the link building component to a specialist. Is this a good way of doing it? Could you recommend professional link builders?

How many nofollow links should we build to have a natural link profile
Hi guys, As with many link builders we have been building lots of dofollow links for our site, so many that mainly our incoming links are dofollow. Some pages have 99.5% dofollow external links which I know is not very natural. In your experience in terms of percentage how much should you have in terms of nofollow external links in your link profile. I noticed SEOMoz has about 12-13% nofollow external links, shall I go with this figure? Thanks guys. David

How useful/ damaging is it to have links repeated on every page ?
Our site is dynamic in nature we have tens of thousands of indexed pages with numerous individual brands pages - all of the brand pages are equally important. We are trying to distribute link juice to those pages as much as possible - so my question is --- Is it smart and or useful or perhaps damaging or spammy to have a space on the bottom of each page throughout our site with links to each and every single brand page ? is this practice considered as duplicate content etc ?

Link Spamming or Not? Block Internal Search Results From Indexing?
We are looking at providing our customers with the best experience when performing a site search for a product. Would it be bad SEO practice to have our internal search results show results for all 4 Brands linking to different domains? This would mean multiple outgoing links to other owned sites from the same IP. Is it a best practice to block internal search results using robots.txt?

Follow or Nofollow outbound links to resourceful, related site?
As I am going through and redeveloping a website, I am trying to add some external links to resourceful information regarding this page. Should I put a nofollow or follow attribute on these? I am only putting 1-5 links per page to associations and other organizations that would be beneficial to the visitor. I am worried about the number of outbound links causing me to get penalized.
