This would not be the best way to go about obtaining links. There is no mention of if the links are relevant, if they are permanent, etc. It does go against Google's guidelines of buying links with the intent to pass pagerank and boost your rankings.

And remember that the toolbar pagerank reflects the PR of that individual page. Heck, you could have a link from SEOmoz on your profile page that has no PR at all and is no followed and nobody visits it and it won't do you a bit of good.
Also to look at -- are those 20 websites all connected in some fashion? On the same server farm? Have the same footer links? Have the same Google Analytics code? If they're all part of a network, it's really not going to do you any good.

To follow up with what Steve said, PR doesn't necessarily determine how you rank. PageRank is determined by how high the PageRank of the other sites that link to you. So having 20 PR3 sites linking to you won't give you too high of a PR, mostly likely will make it PR3 as well. Ranking higher has more to do with overall metrics, like Domain Authority, Page Authority, Domain Links, Page Links, Social Signals, Etc..

Remember, going from PR2 to PR3 is about twice as hard as going from PR1 to PR2. So there is no "X number of links will get you to the next pagerank level" because each is uniquely harder than the previous.
That said, I have a 8 month old domain name that has maybe 15 external backlinks from PR0-PR3 sites... that domain is currently PR3. However, I have a 2 year old domain with maybe 200 backlinks from PR0-PR6 sites yet is only has a pagerank of PR2.
Honestly, social engagement does so much more as well as great content. Plus, find some killer untapped keywords and rank well for them. My 8 month old PR3 site is generating revenue for me yet my 2 year old PR2 site isn't... and its all because of keyword research and rankings.

Blog page and homepage ranking next to each other for same keyword
Hello, I have my homepage that has been existing for 10 years that is ranked in 18 th position on google for the keyword luxury bike tours. This homepage doesn't have any external link or internal links saying luxury bike tours and nowhere in the title or on the page do I have the word luxury. I only have the words bike and tours. I created a blog page 24 hours ago that has the word luxury, bike and tours in the title and it is ranked in 19 th position just behind my homepage. I am wondering how it can be there and my homepage just be one spot above with all the history and linking it has ? Is it due to the fact that I have the word luxury in the title ? Is it just because my internal linking structure is correct and this blog page is brand new and will my homepage rank higher in the near future but see that I just redid the structure I need to wait a few months ?

Top hierarchy pages vs footer links vs header links
Hi All, We want to change some of the linking structure on our website. I think we are repeating some non-important pages at footer menu. So I want to move them as second hierarchy level pages and bring some important pages at footer menu. But I have confusion which pages will get more influence: Top menu or bottom menu or normal pages? What is the best place to link non-important pages; so the link juice will not get diluted by passing through these. And what is the right place for "keyword-pages" which must influence our rankings for such keywords? Again one thing to notice here is we cannot highlight pages which are created in keyword perspective in top menu. Thanks

How Many Natural Links Do You Earn?
Hello Mozzers, This is a bit of an open ended question and I don't think any one person is going to be the same. I have recently seen the light in my link building practices and I am trying to get a feel for what to expect in terms of natural link acquisition in an effective content marketing strategy. My question is how many natural links do you generally find yourself earning after the first 12 months of content creation/placement with a new website/industry? Inner pages not ranking well
Hi Guys I'm currently working on a website and scratching my head. It seems certain pages of the website rank absolutely fine. The homepage, certain pages on footer and the primary navigation pages are ranking fine. Pages, however, that sit on the inner navigation (e.g 3rd level navigational pages) - do not rank well at all. Looking in webmaster, it is apparent these are fluctuating in and out of the Google index - sometimes they are there - sometimes not. I fully understand issues with Google penalties but I don't believe this is case as other pages are ranking fine. Link building has been done to these pages but to no effect. We have also increased internal links e.g by putting the pages on the footer - but still nothing. One thing that may impact the ranking is possibly the URL structure The website URLs are all www.Example.com/widgets - even if they sit on the 3rd level of the user navigation. Could this be a reason why? Would it help if 3rd level pages had the URL structure www.Example.com/services/widgets ? If anyone can provide help that would be great!!! thanks, Duncan

Preserving link equity from old pages
Hi Moz Community, We have a lot of old pages built with Dreamweaver a long time ago (2003-2010) which sit outside our current content management system. As you'd expect they are causing a lot of trouble with SEO (Non-responsive, duplicate titles and various other issues). However, some of these older pages have very good backlinks. We were wondering what is the best way to get rid of the old pages without losing link equity? In an ideal world we would want to bring over all these old pages to our CMS, but this isn't possible due to the amount of pages (~20,000 pages) and cost involved. One option is obviously to bulk 301 redirect all these old pages to our homepage, but from what we understand that may not lead to the link equity being passed down optimally by Google (or none being passed at all). Another option we can think of would be to bring over the old articles with the highest value links onto the current CMS and 301 redirect the rest to the homepage. Should my back links go to home page or internal pages
Right now we rank on page 2 for many KWs, so should i now focus my attention on getting links to my home page to build domain authority or continue to direct links to the internal pages for specific KWs? I am about to write some articles for several good ranking sites and want to know whether to link my company name (same as domain name) or KW to the home page or use individual KWs to the internal pages - I am only allowed one link per article to my site. How many inner links on one page?
I have seen Matt Cutts video about links per page and know that too many links "may" harm the flow of link juice. But what should e-commerce sites do? We have category pages with more than a few thousands products in each of them. So linking to each of them dilutes the PR flow? We could use pagination, but doesn't it give a disadvantage in user experience when he needs to go 10 links deep to reach a product? And Google robots won't update the information frequently because it will be on the lowest part of our site? Now our goal is to make all our products appear like Facebook scroll down page. We know that Google doesn't use Ajax to see more links so robots and all the users that don't have JavaScript could see the paginated results. Is it a good way to put all products and links like this?

My warning report says I have too many on page links - 517! I can't find 50% of them but my q is about no follow
if we put 'no follow' on some of these links does that mean the search engines won't index the no follow pages even if those pages are linked to from elsewhere? no link juice will flow from the page with the (no follow) links on? Just trying to understand why my rankings have dropped so dramatically in the last 6 weeks or so since we redesigned the site, and it might be that now we have too many links on the homepage.
