This would not be the best way to go about obtaining links. There is no mention of if the links are relevant, if they are permanent, etc. It does go against Google's guidelines of buying links with the intent to pass pagerank and boost your rankings.

And remember that the toolbar pagerank reflects the PR of that individual page. Heck, you could have a link from SEOmoz on your profile page that has no PR at all and is no followed and nobody visits it and it won't do you a bit of good.
Also to look at -- are those 20 websites all connected in some fashion? On the same server farm? Have the same footer links? Have the same Google Analytics code? If they're all part of a network, it's really not going to do you any good.

To follow up with what Steve said, PR doesn't necessarily determine how you rank. PageRank is determined by how high the PageRank of the other sites that link to you. So having 20 PR3 sites linking to you won't give you too high of a PR, mostly likely will make it PR3 as well. Ranking higher has more to do with overall metrics, like Domain Authority, Page Authority, Domain Links, Page Links, Social Signals, Etc..

Remember, going from PR2 to PR3 is about twice as hard as going from PR1 to PR2. So there is no "X number of links will get you to the next pagerank level" because each is uniquely harder than the previous.
That said, I have a 8 month old domain name that has maybe 15 external backlinks from PR0-PR3 sites... that domain is currently PR3. However, I have a 2 year old domain with maybe 200 backlinks from PR0-PR6 sites yet is only has a pagerank of PR2.
Honestly, social engagement does so much more as well as great content. Plus, find some killer untapped keywords and rank well for them. My 8 month old PR3 site is generating revenue for me yet my 2 year old PR2 site isn't... and its all because of keyword research and rankings.

301ing Pages & Moving Content To Many Other Domains
Recently started working with a large site that, for reasons way beyond organic search, wants to forward internal pages to a variety of external sites. Some of these external sites that would receive the content from the old site are owned, admin'd and/or hosted by the old site, most are not. All of the sites receiving content would be a better topic fit for that content than the original site. The process is not all at once, but gradual over time. No internal links on the old site to the old page or the new site/url would exist post content move and 301ing. The forwarding is mostly to help Google realize the host site of this content is not hosting duplicate content, but is the one true copy. Also, to pick up external links to the old pages for the new host site. It's a little like domain name change, but not really since the old site will continue to exist and the new sites are a variety of new/previously existing sites that may or may not share ownership/admin etc. In most cases, we won't be able to change any external link pointing to the original site and will just be 301ing the old url to the contents new home on another site. Since this is pretty unusual (like I wouldn't get up in the morning and choose to do this for the heck of it), here are my three questions: Is there any organic search risk to the old site or the sites receiving the old content/301 in this maneuver? Will the new sites pick up the link equity benefit on pages that had third party/followed links continuing to point to the old site but resolving via the 301 to this totally different domain? Pages with excessive number of links
Hi all, I work for a retailer and I've crawled our website with RankTracker for optimization suggestions. The main suggestion is "Pages with excessive number of links: 4178" The page with the largest amount of links has 634 links (627 internal, 7 external), the lowest 382 links (375 internal, 7 external). However, when I view the source on any one of the example pages, it becomes obvious that the site's main navigation header contains 358 links, so every new page starts with 358 links before any content. Our rivals and much larger sites like argos.co.uk appear to have just as many links in their main navigation menu. So my questions are: 1. Will these excessive links really be causing us a problem or is it just 'good practice' to have fewer links

How to combine 2 pages (same domain) that rank for same keyword?
Hi Mozzers, A quick question. In the last few months I have noticed that for a number of keywords I am having 2 different pages on my domain show up in the SERP. Always right next to each other (for example, position #7 and #8 or #3 and #4). So in the SERP it looks something like: www.mycompetition1.com www.mycompetition2.com www.mywebsite.com/page1.html

5) www.mycompetition3.com Now, I actually need both pages since the content on both pages is different - but on the same topic. Both pages have links to them, but page1.html always tends to have more. So, what is the best practice to tell Google that I only want 1 page to rank? Of course, the idea is that by combining the SEO Juice of both pages, I can push my way up to position 2 or 1. Does anybody have any experience in this? Any advice is much appreciated.0 -
Internal page ranking
If I have a domain: Example.com I want this domain to rank for several keywords. I build a page on the domain called Example.com/glasses If I SEO the page Example.com/glasses with backlinks etc... will that URL come up on google or will it simply bring Example.com up on the SERPS. If I have three keywords, should I make a subpage for each page and SEO that page? Will that make the domain rank for all three keywords?

Best way to improve page rank
I notice many small business sites seems to have a page rank of 3,4, or 5 which don't appear to be doing a great deal of SEO on their websites. i.e these are very basic sites with a little static content that rarely changes, no blogs or particular links. Does having a high page rank still mean your will achieve better search engine positions? whats the best way to improve page rank for small business sites? thanks

Well Ranked National Site - Need Local Rankings
We are a virtual company doing business in 30 states nationwide. All our business is done via the phone, fax, email and express mail. Back in 2008 I optimized our small 8 page website for our key terms and was able to rank the site #1 nationally for our main keywords. (I did a 6 month consulting gig for the company). The site remained #1 in Google until last year when some serious competitors entered the space and knocked us down to the middle of page one. Then with the Panda update #1 & #2 we have seen our traffic drop 50% mostly due to not receiving the City + Keywords rankings any more. I have now been hired full time to bring us back but my question is this Do I need to build out city specific pages on the existing website? Do I need to buy keyword specific domains and create microsites? Do a combination of both? I would love to do both but I have to prioritize my efforts. Any thoughts would be great.

Landing page indexed and ranking in less then 24 hours
Hi, I got a landing page which went up last night about 11pm. Its been indexed and ranked since then. Its a EMD and has about 600 words of unqiue content. It currently sits on page 9 for what I would say is a non competitive term (the top result is not an EMD and has 10 backlinks from the same site, which has no PR). Now my question is this: Would you say that page 9 is the given position Google thinks this website should sit at? Or because its so new could I very much expect some more movement? Basically up the rankings? Cheers
