Does Google consider very similar keyphrases the same?

One of my top keyphrases is manchester magician and using Google Adwords Keyword Tool this produces exactly the same number of views as _magician manchester _and again the exact same for magician in manchester.
So I assumed from this that Google views them the same. But looking at the SEOMoz On-Page tool, this doesn't appear to be the case as my grade is different for each keyphrase.
So, I guess my question is, if this is the case and they are considered different, how would I find out which one really is the most searched for so I can optimize accordingly.

Check you have checked Exact Matches when you search as this could bring up different results entirely.
If you have, and they are still bringing up same results, I suggest searching for them in Google to see which phrase has the most results. The more results, usually means more searched for/more competitive.
I would use both KW if in doubt.

No, Google don't treat very similar keywords the same.
Put it this way: manchester magician is 3 letter shorter than magician in manchester, and we all know that the search volume dilutes as keywords get longer. So it's up to you... why don't you go for both keywords on different pages?

You'll see that Guru Ellis has a post over here that discuses keyword or city first in local SEO. I know I've seen that the geo-term + city tends to get more traffic but that's not always be the case. Other keyword tools, like wordtracker can give you more granular info than the adwords keyword tool.

From experience I can tell you that Google does not treat similar phrases the same. In fact, even a difference of one syllable would be considered as a different and unique word and swapping around words would definitely be considered different.

Hello Everyone,.. I want to ask regarding my confusion of Keywords. How does search engine see the keywords? and find the website that is matched with the keywords. So this is what I mean: When I type keywords "luxury dog clothes" at google, then the website which is showed up, is nothing using keyword of "luxury dog clothes". But then appeared websites which in bold words are "designer dog clothes", "dog clothes", "designer dog" . Google changes my title in search results randomly, any idea why?
hi all, i recently noticed google changing the title tag of one of my pages in search results for certain keywords... I've done a bit of a search and see its not uncommon, however from what i can tell they usually change the title if it is too long, or they seem to change the branding location etc... In my case they are litterally adding key words to it... Google Keyword Tool - Competition - How does it compare to SEOMoz Keyword Difficulty?
Hi, Many times, when I look up a keyword in google using their Keyword Tool, the competition might be low or medium, but, it doesn't seem close to the keyword difficulty on SEOMoz. For example, I looked up fantasy sports. It's low competition on Google. I thought, wow, that's amazing. How can that be when it's so popular? Huge search volume, low competition. Then, SEOMoz says 76% difficulty. It sort of shatters my enthusiasm all of a sudden. Maybe I have to change the order of how I look at it 🙂 What is the difference that's going on? What would be considered low keyword difficulty on SEOMoz? How about medium and high? I know someone might argue that for some guru, what's hard for one person isn't hard for the guru, but, for the average webmaster who does some seo, uses SEOMoz, and some other SEO tools, is there some general breakdown? Google Webmaster Keyword Significance.
In my google webmaster tools the most significant keyword google attaches to my site is word 'VAT' as in, Value Added Tax. Followed by Basket. I can see why this is, as the word VAT and Basket is on every product page, but it really is not a keyword I want to target. Does this have any negative effect on other keywords I am targeting? Discrepancies between SEOMOZ's Google api exact match search volume results and google's keyword tool, why?
I'm finding major discrepancies between SEOMOZ's google api exact match search volumes and Google's own keyword tool, why? For example, 'bridge loans' gets 1300 searchs according to Google's keyword tool, but SEOMOZ says it only gets 210 (both on exact match). So which one do I believe? I know one is the average over 12 months and the other is for last month alone but still that's a huge difference.
