Are Some Websites "White Listed"?

I track several niches that I am not in so I am not to biased with my own, and I noticed one site despite its rather mediocre quality, never moves. I have seen other websites rise and fall in rank, a few with pretty good content.
He writes reviews, but very obviously never touched the products he reviews. However I see some other sites with real photos, and good advice for making a decision - they will sit on page two or three.
I havent done a lot of research other than the size of the sites, and the links, and they are about equal. Sometimes the ranking site is smaller (its about 90 pages in google). The other sites I have seen have more content on one topic as well, which is interesting google opts for his one page "once over" review over something more in depth and authentic.
It got me thinking about whether some sites are white listed by google, as in hand picked to rank despite what else is out there. Is this possible?

If that were the case, I'd certainly apply for white listing. I could charge my clients for getting them white listing too. I might even start a poker site and see if I could get that white listed!
No, really, I've never heard of such a thing. It's all algorithmic.

Homepage title tag: "Keywords for robots" vs "Phrases for users"
Hi all, We keep on listening and going through the articles that "Google is all about user" and people suggesting to just think about users but not search engine bots. I have gone through the title tags of all our competitors websites. Almost everybody directly targeted primary and secondary keywords and few more even. We have written a very good phrase as definite title tag for users beginning with keyword. But we are not getting ranked well comparing to the less optimised or backlinked websites. Two things here to mention is our title tag is almost 2 years old. Title tag begins with secondary keyword with primary keyword like "seo google" is secondary keyword and "seo" is primary keyword". Do I need to completely focus on only primary keyword to rank for it? Thanks

Do I need to track my rankings on the keywords "dog" and "dogs" separately? Or does Google group them together?
I'm creating an SEO content plan for my website, for simplicity's sake lets say it is about dogs. Keeping SEO in mind, I want to strategically phrase my content and monitor my SERP rankings for each of my strategic keywords. I'm only given 150 keywords to track in Moz, do I need to treat singular and plural keywords separately? When I tried to find estimated monthly searches in Google's keyword planner, it is grouping together "dog" and "dogs" under "dogs"... and similarly "dog company" and "dog companies" under "dog companies". But when I use Moz to track my rankings for these keywords, they are separate and my rankings vary between the plural version and singular version of these words. Do I need to track and treat these keywords separately? Or are they grouped together for SEO's sake?

Does omitted results shown by Google always mean that website has duplicate content?
Google search results for a particular query was appearing in top 10 results but now the page appears but only after clicking on the " omitted results by google." My website lists different businesses in a particular locality and sometimes results for different localities are same because we show results from nearby area if number of businesses in that locality (search by users) are less then 15. Will this be considered as "duplicate content"? If yes then what steps can be taken to resolve this issue?

Removing an old Google places listing for a newer version?
Hey there, I was wondering whether you could help me out on the following; One of our clients has a Google places listing that we created for their business but it appears to be being blocked - or at least conflicting - with an old listing. As such, Google appears to be showing the old listing with an outdated URL and company name - rather than the new one. Does anyone know how I can go about removing this listing or showing that the newer one is now more relevant? Unfortunately, I don't have the logins for the old places listing. New Google "Knowledge Graph"
So according to CNN an hour ago regarding new Google update: "With Knowledge Graph, which will begin rolling out to some users immediately, results will be arranged according to categories with which the search term has been associated" http://www.cnn.com/2012/05/16/tech/web/google-search-knowledge-graph/index.html?hpt=hp_t3 Does this mean we need to start optimizing for Categories as well as Keywords?

What are the first ten steps you should do with a new website
First of all i would like to say how amazing this forum is, i have learnt a lot with all the great help. I am launching a new site mainly to allow me to learn seo and to understand what is involved in building a new site and get it to the search engines. the site is here which i have started today which is a lifestyle magazine is http://www.womenlifestylemagazine.com/ What i am trying to understand is, what are the first most important steps when trying to get google and traffic to your site. the site will be complete in the next week or so but in the meantime i want to use this site to learn more about seo and how you get the site discovered by visitors and search engines and the time scale behind it.
