Local listing sites - are they better than directories and is there a list?

Do you guys know of any local listing sites that are better quality than general directories that still give you a link back.
I know a lot of them for local citations, but I'm wondering if there is a list somewhere of ones that include a link.

I use UBL for creating citations. It submits your Local Listing information to over 200 Buisness Listing sites like Yelp, and others. I don't use it primarily for link building purposes, as I don't know much about how quality the sites are or if they're even followed/no-followed links, some may not even have links, etc. They're primarily for the Citations to improve Local. So I pretty much forget about links when I do that.
And based on what I'm hearing from the Google Penguin update, Directories may not be that great of a place to build links currently either. Or at least there is a little more of a vetting process that link builders need to go through right now before selecting a directory to submit to.

Looking to hire an SEO for a Technical Review of my site
Hi I am new to SEO. I am the photographer and blogger behind the photography blog ShootTokyo. I am looking to make sure my site is optimized the best it can be for SEO. My site is a hobby for me but has really grown. I am looking make sure I have best practices implemented. Question on following schema for local
Hello I built out a blog for a client and used Yoast Local SEO plugin for WordPress. Here is one of the pages generated for a physical location for the business. http://water-notes.generalplumbingsupply.com/?wpseo_locations=sonora-ca My client who manages a website for the same business built out a locations page and insists that their pages rank better for local search. I think the pages are spammy. What are the best practices for optimizing a site for multiple locations?
I have a client that operates in multiple states. I am trying to find a way to best optimize their website, but all of the best practices for "local SEO" seem to be for things such as restaurants, small businesses, etc. I am looking for a way to optimize for the industry keywords as well as location. Any best practices/suggestions would be greatly appreciated. Thanks!

Local SEO: Links with the citations so should I slow down?
Hello, There seems to be some nofollow and dofollow links building as I add structured citations. Is this a reason to slow down the building citation process if you want the links to count? Do they help organic SEO?

Confused about Google+ Local vs Google Places
If you're doing SEO for a new local business that currently does not have a Google Places listing (or a Google+ Local page), do you have to set up both for them? Or do you simply create the Google Places listing and wait for Google to merge it to a Google+ Local page? I am so confused!

Google+ Local Page Wrong Categories
The "new" Google+ Local page for one of my clients is not showing the correct Business Categories. Seems like it reverted to an old Category before we revised. I looked in my Google Places dashboard and the correct Categories are there. They do not have a Google+ Profile yet. Any suggestions? They also seem to have disappeared for those categories we used to rank in the top three in Google Places results.

Local Search - New Business - 4 different Erroneous, Unverified Google Places Pages
My client is a new business <1 year old. Google has 4 unverified places pages for this business - all have slight errors in the business name and address. Which one should I claim? Will Google let me change the business name once I verify ownership? How will I get rid of the other listings once I claim and correct one of them? In light of these data errors and/or as a general rule do you recommend the paid submission services for UBL and Localeze (http://getlisted.org/resources/why-listing-services.aspx)?
