Why will Google not remove a manual penalty against us?

Our site was placed under a manual penalty last year in June 2012 after penguin rolled out. We were advised by Google that we had unnatural links pointing to our site. We fought for months, running backlink checks and contacting webmasters where Google's WMT was showing the sites which had links. We have submitted numerous reconsideration requests with proof of our efforts in the form of huge well labeled spreadsheets, emails, and screen shots of online forms requesting link removal.When the disavow tool came out we thought it was a godsend and added all the sites who had either ignored us or refused to take down the links to the disavow.txt with the domain: tag. Then we submitted another reconsideration request, but to no avail.We have since had email correspondence with a member of the Google Quality Search Team who after reviewing the evidence of all our previous reconsideration requests and disavow.txt still advised us to make a genuine effort and listed sites which had inorganic links pointing to our site which were already included in the disavow.txt.Google has stated "In order for your site to have a successful reconsideration request, we will need to see a substantial, good-faith effort to remove the links, and this effort should result in a significant decrease in the number of bad links that we see."We have truly done everything we can and proven it too! Especially with all the sites in the disavow.txt there must be a decrease in links pointing to our site. What more can we do? Please help!

It is something we have considered, but it is a very good source of income.
Obviously this only when it is ranking. It has a whole lot of history (granted this is why it is not ranking) and the domain is our brand as well. Basically we would rather keep it if we can.

Hmmm, I understand. It can be frustrating.
The problem is that even if you are trying (and trying hard) to sort the issue out, if they still see bad links they wont lift any manual penalty.
I'm not saying that it is worthwhile in your case but sometimes it can make sense to throw away a domain and start again. Does it take many sales?
Just remember that if you start again with a new domain, do it properly and don't outsource to people who can't be trusted

Yes the penalty is referring to rankings, and while we are being indexed we are still under a manual penalty.
We know we have a good site, and have seen natural links since we dropped last year, but it is the old spammed backlinks which obviously spurned Google on to hitting us with this penalty.

About a year ago we outsourced our SEO work to a company in india and they were extremely aggressive with these industry specific keywords.
Needless to say when penguin rolled out we pretty much disappeared.
I cannot say we have disavowed all of them but we have been working on removing these unnatural links for the past 9-10 months or so. So everything we found which we couldn't get taken down or no-followed we disavowed. As you can imagine the disavow.txt was longer than my arm!
The point is we have done everything we can and shown evidence of this but Google fails to recognize this.

Looks like your site is getting indexed. Is the penalty referring to rankings?
If so, some sites pre-penguin experienced high rankings because of their backlinks. If some of those backlinks' "value" were pulled (spammy links) your rankings fell.
Even if some of those spammy links were successfully taken down, doesn't necessary mean you get the organic position you lost after penguin.
This may or may not apply to your case--but generally speaking.

I see a problem already, although it could be that these links have been disavowed (there is no way something like Open Site Explorer can tell this).
Check out the image attached. You have used some very aggressive link building tactics which target exact match anchor text links - and lots of them! Very unnatural indeed.
Can you confirm that these have been disavowed?

Will I be flagged for duplicate content by Google?
Hi Moz community, Had a question regarding duplicate content that I can't seem to find the answer to on Google. My agency is working on a large number of franchisee websites (over 40) for one client, a print franchise, that wants a refresh of new copy and SEO. Each print shop has their own 'microsite', though all services and products are the same, the only difference being the location. Each microsite has its own unique domain. To avoid writing the same content over and over in 40+ variations, would all the websites be flagged by Google for duplicate content if we were to use the same base copy, with the only changes being to the store locations (i.e. where we mention Toronto print shop on one site may change to Kelowna print shop on another)? Since the print franchise owns all the domains, I'm wondering if that would be a problem since the sites aren't really competing with one another. Any input would be greatly appreciated. Missing Google verification
I just went to check my client sites in Google search console and noticed a whole bunch of them no longer 'verified'. They were all previously verified. Why would they suddenly change status to 'not verified'? Does this affect anything (eg. search analytics data flowing through to GA)? Does this mean I have to verify all over again?

Need to update Google Search Console profile for http to https change. Will a "change of address" option suffice or do we need to create a new GSC profile?
In the past I have seen most clients create new Google Search Profile when they update to a https URL. However a colleague of mine asked if just updating the change of address option will suffice https://support.google.com/webmasters/answer/83106. Would it be best to just update the change of address for the Google Search Console profile to keep the data seamless? Thanks

Disavow without penalty
Hi fellow Mozians, I have come up with a doubt today which I would appreciate your thoughts on. I have always been convinced that the disavowal tool can be used at any time as part of your backlink monitoring activities- if you see a dodgy backlink coming in you should add it to your disavowal file if you can't get it removed (which you probably can't). That is to say that the disavowal tool can be used pre-emptively to make sure a dodgy link does do your site any harm. However, this belief of mine has taken a bit of a beating this morning as another SEO suggested that the disavowal tool only has en effect if acompanied by a reconsideratiosn request, and that you can only file a reconsideration request if you have some kind of manual action. This logic describes that you can only disavowal when you have a penalty. This theory was backed up by this moz article from May 2013:

The comments didnt do much to settle my doubts. This Mat Cutts video, from November 2013 seems to confirm my belief however:

Not all SEOs spend all their waking hours building links which they know they will have to disavowal later shoudl a penalty hit at some point, and it seems reasonable that an SEO should be able to say- "Link XYZ is nothing to do with me!" before Google excercises retribution. If, for example you get hired working for a company that HAD a penalty due to spammy link building in the past that has been lifted; but you see that Google periodically discovers the occasional spammy link it seems fair that you should be able to tell google that you want to voluntarily remove any "credit" that that link is giving you today, so as to avoid a penalty tomorrow. Our web site lost ranking on google a couple of years ago. We have done lots of work on it but still can not improve our search ranking. Can anyone give us some advise
A couple of years ago the ranking on our site dropped over night. I believe someone working here at the time purchased links about that time. We have been doing lots of work on the site since then to improve it. We can not get our rankings back up on google searches. Can anyone give us some advise about what to do or where to go for some help that we can trust.

Change domain whilst under a partial manual links penalty
Hi there We're currently under a manual penalty for some unnatural links to our domain and have been working on fixing that but had our first re-consideration request rejected so we're doing a second round of link removals The issue we have is that we were planning to change our domain before the SSL certificate expires in a couple of weeks and renew the certificate with the new domain but are unsure whether to stop working on the reconsideration request, change the domain and wait until the manual penalty moves to the new domain before continuing the link removal. Alternatively try and use the domain change to select which links are 301'd to the new site and leave behind the bad links in the hope that the manual penalty wouldn't be applied to the new domain Any thoughts or advice would be appreciated

Advice on Link Removal Services
Hello everyone, Due to the Penguin update my site unfortunately took a bit of a hit. A little while ago I submitted all of our questionable/bad links to the disavow tool, however I still wante to go back and delete any and all problematic links that are still out there. Ive looked into many services, however I haven't been too impressed. Removeem - The email addresses they provided weren't always valid, and their email tool didn't always deploy correctly - a lot of cross referencing and was not saving me any time. Link Detox - Free trial was a bust. They show you 10 links on the free trial, however for me, 9 of the 10 were all the same. Couldn't get a good feel of their system. Rmoov - Their tool is one where you upload your own links, and they help manage everything, however they DONT allow you to email through their system, so Im not sure how this helps my process if I have to do everthing manaully anyway. A lot of sites I see are also a full service approach that charge you based on how many links they remove, and this can get quite costly. I have also contacted:
