If a bad link domain drops from my site do I regain authority.

Hi Guys,
I wanted to know for example if 2 years ago I purchased SEO from some guys that were building links to sites that had very high PR which was important way back when.
And now those links are negatively affecting my SEO stopping me reaching position 1 for a term 'replacement keys' and we are stuck in position 2.
If the sites were to be reset or domains sold for those sites that were linking in do you think this was remove the penalty on us as a knock-on effect.

But do you not think that marketing this keyword any more would damage the domain, and that I should concentrate my linking building efforts to domain and brand for a while to even out the percentages. Because replacement keys is far higher than the domain with the amount of domains linking.

Definitely disavow any spammy links. As Paddy said, if you are getting penalized, it would be much worse. Just keep up with contextual relevant and/or popular inbound links and you may get to one.

I don't think its much of a penalty if you in 2nd place! If your were being penalised it would be alot worse than that (think 20- 50 places).
I would think google would be just not give any credit for the dodgy link, so removing it would make no difference
that's my understanding of it anyway

Domain authority through blogs
So, I was looking at my competiton, and noticed that they have 4 times the amount of link that my page has. I noticed that they made a blog on almost every free blog hosting available (like webs.com, jimdo.com, .weebly.com...) Are link exchanges bad for SEO these days? Also, is adding my site to free yet relevent directory sites a bad idea?
I operate a computer services company in Eugene, Oregon called "Eugene Computer Geeks". We do a lot of web design, and need incoming links to my site very badly. Lately I've been asking clients if they would link to me, but they almost always ask for a link in return. If we exchange links, does Google penalize my site? Would the incoming link be better for SEO if I'm not linking back to the other site? ALSO Is it possible that manually submitting my site to free, yet relevant web directories would hurt my rankings? It's not a big deal to me if it doesn't help my rankings, as I see a benefit to having my site listed, but wanted to make sure there wasn't a chance that it would hurt my rankings. As far as I know all the directories are free from SPAM, porn, warez, or anything like that. Thanks!

First 100 links for every new site?
Is there a rule of thumb I am unaware of or a place that others start to get links for every new site they create, something like the "first 100 links for every new site" regardless of content? I know you always start building links around what the content of your site is about, but does anyone have a rule of thumb that you always start with links from certain sites regardless of the site content. For example for a local company: Google Places, Bing Local, Linkedin, Facebook, Localeze etc. etc. I just want to make sure I am taking quality first steps for every site I start and was wondering if anyone could give me some good rules of thumb or resources.

Blog Roll Links - A good or bad thing ?
I Use Blog roll links all the time but recently they seem to be having a lower effect on listings. Is there a limit on Blog roll links you place on a blog. Internal blog roll links and external blog roll links. Also do you rename your blog roll to something such as popular links like we do ?
