Starting fresh on a new url after serious Penguin update down rank

Hi friends
My site www.acupunctureclinicvictoriabc.com was recently hit by the penguin update and i dropped to page 5 of local searchs for my key words. A while back I had some bad link building done and now paying for it:(
I thought the disavow tool (used 4 months ago) would deal with this issue but apparently not
The current url is feeling like a lost cause.
My question is if I start fresh on a new url, can I use my old content (or even clone the site and move it to a new url) without being punished for duplicate content on the new site?
Any recommendations for starting fresh?
I really appreciate any thoughts on this matter, as I am feeling a bit lost and bummed about this issue

Since I've been a webmaster at several sites, some of them got hit by spammy links. Not going into why and how, the simple solution was always content for us! Getting a good article on why is acupuncture great, getting an article about real life help scenarios, you know, anything and everything an average reader would like to know about your service. If you provide a helpful article, it will get shared on other sites and blogs, social media and get the healthy link number up in a certain period of time. There are sites with 400-500 spammy domains pointing to them, but they aren't affected. Bear that in mind.

My idea is always do one thirds of everything - one third of time to contact spammy website owners to remove them, one third to have a fresh list of disavowed links and one third of building quality, healthy and great links through user help, great content, excellent services and such. Third part is the most important! I've seen from some cases on the web where websites had 300-400 spammy link domains pointing to them, algorithm penalty, rankings dropped, website owners and webmasters taking a complete turn in content creation, service creation, where the sites recovered and ranked on top pages for several keywords later on.
My thoughts are always make a website for human beings and provide a useful product, service, article, idea or whatnot. It will then help a great deal to make a website which garners tons of healthy and natural links since people find your site helpful and amazing. Nothing else is needed.
A link portfolio of a few hundred spammy links is what most sites come with these days. Unfortunately how ever Google and a ton of experts say negative link building is not that common, it really does get around in some highly competitive niches. Google has released the disavow tool just for that and it should definitely be used if you experience problems.
But bear in mind, Google devalues some spammy links with their ongoing daily procedures. When a website has 10-20 healthy links and 100-200 spammy ones which get devalued, rankings drop. Not just because there's a penalty, but because there simply aren't that much high quality links to start with.

Do you think that I need to hunt down those bad links or will google forgive my sins over time?
I am not clear wither bad links put you on a permanent s$#t list

Well first ask yourself this question: Are the links leftover after disavow tool was put to use quality ones? I mean, people always say their disavow tool hadn't worked and they haven't fully recovered. It is almost always the issue of the leftover links not posing any relevance to move you up in rankings. Nothing more.
Honestly I wouldn't scrape that site by any means. Your PageRank 3 is still good, means you do have some good links coming to your site and doing rash decisions just a short time have passed after a major algorithm change is never a good thing to do. This means your rankings may improve later on when all things settle down.
But the biggest question still stands. Are you having a good amount of high-quality and healthy links, natural links, pointing to various aspects of your website? Or are you now leftover with just a few good links when you disavowed all the bad ones? Thanks!

In regards to content, I definitely made mistakes with key word stuffing in the past, but thought I had corrected this issue
based on the reports from SEOmoz
Grade A for on page and 31 for site authority
I did get 29 crawl errors (most due to duplicate content) and 91 crawl warnings (related to missing meta descriptions)
The issue seems to be with the bad links. There are currently 141 pointing to the site, I disavowed a bunch already
Based on me fixing the issues mentioned an focusing on natural link building from here on in I might recover over time?many thanks!Silas

First of all, that web address is not working so there's no way for anyone here who might have guidance, to be able to review anything.
Beyond that, if you're in a worst case situation, and you absolutely believe a new domain name is called for, yes, you can migrate the content of the old site over. However if you perform "301" redirects from the old site to the new site, some people have made anecdotal claims that doing so carries the bad link signals.
In that scenario, when the new site launches, the old site needs to be blocked from indexation to prevent duplicate content issues.
The other major issue I have found is sites are more likely to take a major hit for any high level flawed SEO if other aspects of SEO are also severely flawed. So for example, if the site was already weak on-site or over-optimized up to the edge of acceptability on-site, that site is more likely to have been nailed in a Penguin type update.
So that then begs the question - is the content you want to retain truly high quality and strong enough outside of the off-site signals? From topical focus to topical depth to internal linking methods and so on...

Help identifying cause for total rank loss
Hello, Last week I noticed one of my pages decreased in rank for a particular query from #8 to #13. Although I had recently made a few minor edits to the page (added an introductory paragraph and left-column promo to increase word count), I thought the reason for the decrease was due to a few newly ranked pages that I hadn't seen before. In an attempt to regain my original position, I tried to optimize the meta title for the singular form of the word. After making this change, I fetched and rendered the page as Google (status = partial) and submitted the page for indexing (URL only, not including on-page links). Almost immediately after submitting, the page dropped from #13 out of the top 50. I've since changed the meta title back to what it was originally and let Google crawl and index the page on its own, but the page is still not in the top 50. Could the addition of the page description and left column promos tipped the scales of keyword stuffing? If I change everything back to the way it was originally, is it reasonable to think I should regain my original position below the new pages? Any insights would be greatly appreciated!

Site that's 301 redirected is ranking for brand
We own a number of foreign TLD domains for our brand. They are all 301-redirected to our main .com branded domain. One of them is appearing in our branded search results, outranking out main .com page. To be clear, this is despite there being a 301 redirect from it to the .com page. Any ideas on what is going on here?

Inbound Links Inquiry for a New Site
For a site that is only one to two months old, what is considered a natural amount of inbound links if you're site offers very valuable information, and you have done a marketing push to get the word out about your blog? Even if you are receiving backlinks from authority websites with high DA, does Google get suspicious if there are too many inbound links during the first few months of a sites existence? I know there are some sites that blow up very fast and receive thousands of backlinks very quickly, so I'm curious to know if Google puts these kind of sites on a watchlist or something of that nature. Or is this simply a good problem to have?

Webiste Ranking Differently Based on IP/Data Center
I have a site which I thought was ranking well, however that doesn't seem to be the case. When I check the site from different IPs within the US it shows that the site is on page 1 and on other IPs it shows that it's on page 5 and for some keywords it shows it's not listed. This site was ranking well, before but I think google dropped it when I was giving putting in too much work with it (articles and press releases), but now it seems to have recovered when I check with my IP, but on other data centers it still shows it prior to recovering. It was able to recover after not building links to for a period of time, it showed it moved back up from the data center I'm connected to, but it still shows the possibly penalized results on other data centers. Is it possible that site is still penalized? So the question is why does it show it recovered in some data centers and not others? How do I fix this? It's been about 2 months since it's recovered from some data centers. Is this site still penalized or what's going on? There are no warnings in web master tools. Any insights would be appreciated! This isn't an issue with the rank tracking software, I've tested this on a multitude of IPs with varying differences. Thanks!

Hit hard by Panda 3.3 and Penguin. What to do?
Hi there. I work with a company that was originally all white hat, then began to dabble in some pretty serious black hat activities last year (usually paid linking in private blog networks). At the time we saw tremendous results - many of our most highly competitive keywords shot up 20, 30 positions to the top 10. And they didn't seem to budge so long as we kept those (very expensive) links intact. Alongside all of this, we have had a lot of white hat activity going on (pretty much everything recommended by Google/SEO Moz is ALSO in effect on this domain - lots of consistent/relevant blogging, social media, good content, good on-site SEO, etc), which I attribute to SOME of our success with keyword ranking, but what really made the difference was the paid linking. Let's just say we had two different mindsets behind the SEO strategy of the company, and the "Get rich quick" one worked for a while. Now, it doesn't. (Can you guess if I'm the white hat or the black hat at the company?) So here's my question. I have made the effort to contact all of the webmasters of our egregious links and, as everyone else has described, it is effectively useless. Especially given the amazing post by Ryan Kent on this question (http://www.seomoz.org/q/does-anyone-have-any-suggestions-on-removing-spammy-links) I have sort of given up on the strategy of contacting these webmasters on a case by case basis and asking for the links to be removed, especially if Google is not going to accept anything less than a perfect backlink portfolio. It is LITERALLY IMPOSSIBLE to clean up these links. Meanwhile, this company is a big name in a very competitive online market and it really needs to see lead generation from organic SEO. (Please don't give me any told-you-so's here, it was out of my hands.) MY QUESTION IS: WHAT SHOULD WE DO? Should we just keep the domain going and focus on only building quailty links from now on? Most of our keywords fall anywhere from position 40 to position 150 right now, so it's not like ALL hope is lost. But as any SEO knows that is basically as good as not being indexed at all. OTHER OPTION: We have an old domain that is the less-SEO-friendly, but it is the official name of our company . com, and this domain is currently 301'd to our live (SEO-friendly) domain. The companyname.com domain is also older than our SEO friendly domain. Should we manually move our site back over to the old domain since there is no penalty on it? It seems like a lot of sites that are ranking are brand new anyway (except their URL's are loaded with keywords.) Blah, I know that was a lot, but I'm feeling lost and ANY insight would be helpful. Redirecting doesn't rank on google
We are redirecting our artist's official website to copenhagenbeta.dk. We have two artists (Nik & Jay and Burhan G) that top ranks on Google (first on page 1), but one of them (Lukas Graham) doesn't rank at all. We use the same procedure with all artists. http://copenhagenbeta.dk/index.php?option=com_artistdetail&task=biography&type=overview&id=49 Doesn't rank but the old artist page still does. Is it the old page that tricks Google to think that this is the active page for the artist?
