Optimize On-Page Mobile Version

Hello,
Do we need optimize on-page for mobile version, such as:
- How about title tag, description tag?
- Should mobile have another sitemap or not?
- Does google penalty my webpages mobi vs desktop are duplicated content?

I have check and see that my mobile site has been indexed by google. But I currently have some problems:- I don't have a sitemap for mobile
- All contents on mobile are the same as desktop contents
- Should I use canonical tag on mobile site?

Yes, optimize for mobile.
The only consideration for title and description is to remember that you are dealing with smaller screens that usually have larger text, as few as 10 characters may be visible on screen but around 45 is suggested for the serp title and 100 is visible for the serp description.
Yes, separate sitemap. Also it is suggested to use 3 more if applicable. News, Photo and Video.
NO. Googlebot and Googlebot Mobile are two separate indexes. They do not utilize each others data in a way to compare a page to itself cross index. Now, with that said.... you will not optimize UX by using the same content on desktop and mobile. They have different needs and desires.

Desktop
Mylocal's Italian Restaurant MyTown Special Lasagna - Pictures, ingredients and description are very important. Taking a moment to sell the dish and then post availability.
Mobile
Mylocal Lasagna - Availability should listed first. Chances are they simply want to know if the special lasagna is available tonight and would prefer to find out before the light turns green. Pictures etc. should occur in a lazy loading manor after the onload() event.

Noindex child pages (whose content is included on parent pages)?
I'm sorry if there have been questions close to this before... I've using WordPress less like a blogging platform and more like a CMS for years now... For content management purposes we organize a lot of content around Parent/Child page (and custom-post-type) relationships; the Child pages are included as tabbed content on the Parent page. Should I be noindexing these child pages, since their content is already on the site, in full, on their Parent pages (ie. duplicate content)? Or does it not matter, since the crawlers may not go to all of the tabbed content? None of the pages have shown up in Moz's "High Priority Issues" as duplicate content but it still seems like I'm making the Parent pages suffer needlessly... Anything obvious I'm not taking into consideration? By the by, this is my first post here @ Moz, which I'm loving; this site and the forums are such a great resource! Anyways, thanks in advance!

Changing the url of a page
Hello. I would like to change the url of a page. It currently has very few inbound links. I would set up a 301 redirect to the new url. Is there anything else I should take into account before changing the url? Is there a downside to changing a url? Do inbound links carry the same value when a 301 redirect is involved? Thank you!

what is duplicate page content, I have a dating site and it's got a groups area where the members can base there discussions in a category like for an example, night life, health and beauty, and such. why would this cause a problem of duplicate page content and how would I fix it. explained in the terms of a dummy.

Removing OLD pages
Dear all, I was removing tons of old pages from my directory (about 400 pages), I was setingup a 404 custom page, all is fine, so when I go to an existing page I get a 404 and redirected to my 404 page. The problem is Google Webmaster tools list all these pages as 404, and never clean my list (1 year til now), so I assume something is wrong. Question what is the best way or natural to remove old pages from one directory? Note: previously I tryed add on these pages the NOINDEX/NOFOLLOW meta tag and I got from google Soft-404. Thank you

Handling Deleted Pages
The backstory: My site has a fantasy sportsbook where users can place "bets" on pretty much anything. Each game has a unique matchup page, where the odds are displayed and any conversation about the game takes place. Example here. About 95% of the games are automatically graded, but I have to manually grade the rest. Therefore, as soon as every game starts I check to see if any users have made a pick on it, and if not I delete it because it reduces my workload. The problem: About 15% of my search-driven traffic is queries for games that no longer exist, which makes sense because nobody bets on the super obscure games and these games are very easy to rank for. I am currently redirecting them to my 404 page but I'm worried that all of these hits are hurting my reputation with the big G. Would it be better to noindex all of these pages at first and take the noindex away as soon as I'm positive that the game will stay?

Question regarding two versions of a page (redirect)
At one point in my SEO journey I had noticed some duplicate issues going on in Google webmaster tools (I could have been reading it wrong.) It looked like WMT was saying I had 2 versions of some of pages...it looked like pages that ended in a '/' ranking differently than pages that have no slash at the end. So I downloaded the redirect plugin and redirected many non / pages to the page that end with the "/". This was probably a mistake. but I'm trying to clean all of that up. (I'm also noticing that SEOMoz tools tells me my site has many, many redirected url's. I'm not sure why. I was looking at http://www.opensiteexplorer.org/pages?site=noahsdad.com%2F this morning at my top pages and it shows 2 versions (one being redirected) of the page about my son who was born with Down syndrome. (Noahsdad.com/story and Noahsdad.com/story/) I don't know if I've built rankings for those pages separately and it would now hurt me if I did away with the redirect. I'm not sure why I did the redirects (I must have read something online somewhere.) I'm wondering if someone wouldn't mind looking at the report and letting me know what the best way to 'clean' this stuff up...Should I go into the redirect software and delete all of the redirects where the non / page is being redirected to the / page?
