301, 404 or 410? what is the best practice

I'm currently working on a project to correct some really bad practices from years of different SEO's.
Basically they had made around 1500 pages of delivery counties and town, only change 3 words on every page.
Now apart from duplicate content issues, this has really hammered the site with the latest round of Panda updates.
I've pulled the pages, but i'm in several frames of mind on how to best fix this.
The pages won't ever be used again, so i'm thinking a 410 code would be best, but reading another post: http://moz.com/community/q/server-redirect-query i'm not sure if i should just let them go to 404's if anyone ever finds them.
Incidentally i'm Disavowing over 1100 root domains, so extremely unlikely to find links out there.

Thanks for the responses, a 410 is a lot of work for probably little gain, so i think i'll run with just leaving the 404.
I have done an analytic's check on the url's in question and 10 had a tiny bit of traffic, so for these only i'll 301 to one relevant page.

404, 410 it does not matter, you have removed the pages that is the main thing.
But to be correct you should use a 410, as they are gone forever, while 404 just means not found.

If they are unlikely to have external links to them (or at least no good ones) and they are not internally linked then I think your best bet is just to let them 404. You should anyway fix up your 404 page to let users know there has been a site redesign or similar and give links to homepage and other important pages etc.
You could 410 them also which is said to remove these pages more quickly from the index and to be a final word that these pages no longer exist and will never come back but that might create more overhead than it is worth in regards setting up different 4xx header responses for different types of pages. The differences between 404 and 410 headers in practice seems to be very little according to most things I have read. Since there will be no links to them anyway, 404ing them is an easy solution and should not create any problems.

Is horizontal hashtag linking between 4 different information text pages with a canonical tag to the URL with no hashtag, a White Hat SEO practice?
Hey guys, I need help. hope it is a simple question : if I have horizontal 4 text pages which you move between through hashtag links, while staying on the same page in user experience, can I canonical tag the URL free of hashtags as the canonical page URL ? is this white hat acceptable practice? and will this help "Adding the Value", search queries, and therefore rank power to the canonical URL in this case? hoping for your answers. Using a geolocation service to serve different banners in homepage. Dangers? Best Practices?
Hello, our website is used by customer in more than 100 countries. Becasuse the countries we serve are so many, we are using one single domain and homepage, without country specific content. Now, we are considering to use an geolocation service to identify the customer location and then to change the contents of one banner in the home page accordingly. Might this be dangerous from a SEO perspective? If yes, any suggesiton on how can we implement this to avoid troubles and penalties form the Search Engines? Thanks in advance for any help,Dario

Pagination for Search Results Pages: Noindex/Follow, Rel=Canonical, Ajax Best Option?
I have a site with paginated search result pages. What I've done is noindex/follow them and I've placed the rel=canonical tag on page2, page3, page4, etc pointing back to the main/first search result page. These paginated search result pages aren't visible to the user (since I'm not technically selling products, just providing different images to the user), and I've added a text link on the bottom of the first/main search result page that says "click here to load more" and once clicked, it automatically lists more images on the page (ajax). Is this a proper strategy? Also, for a site that does sell products, would simply noindexing/following the search results/paginated pages and placing the canonical tag on the paginated pages pointing back to the main search result page suffice? I would love feedback on if this is a proper method/strategy to keep Google happy. Side question - When the robots go through a page that is noindexed/followed, are they taking into consideration the text on those pages, page titles, meta tags, etc, or are they only worrying about the actual links within that page and passing link juice through them all?

2 Questions about 301 Redirects
So I have a couple of questions about 301 redirects: Do Google penalties EVER pass through a 301? I've done 20+ domain 301s in the last year and have yet to see it happen, but the other day I read a an article (or maybe it was a QA post?) that suggested doing 302s to avoid transferring penalties. Has anyone seen any authoritative information regarding this? I 301'd a domain in February that another SEO firm had built a lot of spammy links and I began building contextual links for it at a very slow rate (like 10 or so a month). Within a month, my domain authority was a 26 on the new domain and my inbound links were non existent. By month 2, my links were 70k and domain authority was 34. By month 3, down to 25k inbound links and domain authority of 29, where it has settled for the last 3 months despite some really high quality links. My question (don't worry it's coming), is does anyone have any clue why my links shot up so quickly and then dropped? I'm assuming the 301 links kicked in and then only about 45% ended up 'sticking'?? Thanks in advance
