Help! A site has copied my blog!

My site tanked on July 21 and I have been working so hard to bring it back up but nothing is working. Today I looked at "Links to Your Site" on Google Webmasters and I see a copy of my site on another URL.
mysite.eemovies.org/mycategory/mypost
The domain name is eemovies.org and then all my stuff is wrapped around it and all my content is there! How do I stop this?!

Thanks for this excellent answer. I did a search and my site is the only one that came up in the results. The scraper site is not loading so I guess it is gone.
I think I have the rel="canonical" tags on all my pages because I have the Wordpress SEO by yoast plugin.
Thanks so much because I really don't have time for letters and lawyers.

Here's one way to tell if this site is hurting you:
Do a search for some of your unique content (wrap it in "quotes" for exact match) and see what site ranks higher. If the scraper site ranks higher than yours, then you definitely have a problem and should follow Lesley's advice here.
Also, make sure you place proper rel="canonical" tags on all your pages. Oftentimes a scraper will scrape everything, including the canonicals, giving you credit for the content.
Most of the time, scraped content is nothing to worry about. Most sites over a certain size get scraped and the content published elsewhere. It's quite possible your dip in rankings wasn't caused by this site (although I can't rule it out) so it's best to keep looking everywhere you can.

Normally if you send a strong worded cease and desist to that webmaster , it should work and you aviod the costs associated with a lawyer. If that does not work, then i would go with Lesley and Ron's suggestions.

If you need to do a DMCA takedown request I would suggest using a lawyer as this seems to carry more weight with whomever is violating. If the site has a DMCA page and they have filled out the paperwork they only 5-10 days to take down the offending content before they incur more liability.

Disavow the links in Google, then send a DCMA take down request to both the host and to the site owner. If you can link to the internet archives showing how old your material is. If that fails, hire a lawyer in the jurisdiction of where the host is and have them send a letter. Also it might be helpful to have it pointed out in the letter that they are in the same jurisdiction too.

Question on site structure
My client is a nationwide company. They provide building maintenance services in 7 different cities. In each city they provide a different range of services. They currently have a single service page for each service and no mention on that page of the cities they offer the service. The service pages are getting no SERP visibility. We are running Paid Search and recommending SEO. I'm wondering whether it would be beneficial to build out specific service pages for each city so the content is more relevant to both users and search engines. Tags on blog post
I have just ran a report on SEOMOZ and it's came back saying I have over 1000 pages on my website with duplicate content, I thought wow that's not good, however when I looked at the report it was counting duplicate content because I have used more than one tag on a blog post, for example the blog post: www.example.com/blog-post/ Has the tags example 1 example 2 example 3 Meaning I have these URLs www.example.com/blog/tag/example-1 www.example.com/blog/tag/example-2 www.example.com/blog/tag/example-3 All 3 URLs above have the same content as www.example.com/blog-post/ because of the tags, is this a problem? Do I need a robots meta tag on the homepage of my site?
Is it recommended to include on the homepage of your site site? I would like Google to index and follow my site. I am using WordPress and noticed my homepage is not including this meta tag, therefore wondering if I should include it?

Canonical tag help
Hi, We have a product which is marketed by affiliates . Affiliates send referrals to our sale page by adding their affiliate IDs to our product page like http://www.mysite.com/products.php?ref= 12345. We want to avoid the content duplication impression to Google by using canonical tags but we are not clear about its use. Should we use it on http://www.mysite.com/products.php ( actual page) or we should create temporary pages for each referral id i.e http://www.mysite.com/products.php?ref= 12345 and then add canonical tags to all those pages linking to proper page i.e http://www.mysite.com/products.php ? Blog page outranks static page for KW -- why?
Blog page ranks 10 in Google, while the static page is on page 7. What makes it more interesting is that the blog page scores an "F" with the Term Target tool while the static page scores an "A". Static page has more inbound links and a mR/mT of 3.89/ 4.54 vs. 3.71/ 4.14 for the blog page. Any ideas on how to approach this one?

Site URL's
We are redeveloping our website, and have the option to amend URLs (with 301 redirects from old URL to new), so my question is: Would 'golfsite.com/golf-clubs' achieve superior rankings than 'golfsite.com/clubs' for the search term 'golf clubs' if all other factors were the same? Should the URL reflect the intended search term wherever possible?
