Impact of number of outgoing links on Page Rank of an optimized page?

What is the current best practice on preferred number of outbound links on a page you are trying to rank with:

According to online resources form a pure page rank perspective a high number of outbound follow links can have a negative impact not only on child pages but also the page itself

Other resources suggest that particularly placing high quality outbound links on a page (nofollow) increases the trust and authority of a page
Are there any other elements to keep in mind? Is the best practice to avoid any follow links on a page you want to rank well in Google for?

Having many links on a page will not reduce the PageRank of the page that it's on.
However, it will reduce the amount of PageRank being passed to the individual links on the page, so you should try to keep the number as low as you can while maintaining a good user experience. A general rule of thumb is to keep the number of links to 100 or less, although many ecommerce sites have many more (the typical Amazon.com page has 400+ links).
Linking to high-quality, relevant external sites is believed to improve the relevancy of your own page. These should not be nofollowed. In general, it should not be necessary to use nofollow for external links unless you are linking to a direct competitor (but then, why would you be linking to them?) or in the case of UGC where people may leave links to low quality sites.
In general, just use your common sense and link to any relevant internal or external pages that you think will enhance the value of your content. Don't use nofollow. It's good to use target="_blank" to have external links open in a new window.

Combine poorly ranking pages into a single page?
I'm doing on-page optimizations for an apartment management company, and they have about seven apartments listed on their site. Rather than include everything on the same page - /apartments/apartment-name/ - they have the following setup: /apartments/apartment-name/contact /apartments/apartment-name/features /apartments/apartment-name/availability /apartments/apartment-name/gallery /apartments/apartment-name/neighborhood With very few exceptions, none of these pages appear to rank for anything, and those that do either rank very poorly for seemingly random keywords or for keywords like the apartment complex name (alongside the main landing page for the complex). I'm of the mind to recommend combining the pages into a single one that contains all the info, eliminates the chances for duplicate content (all of the neighborhood pages contain the same content verbatim), and prevents keyword cannibalization. Optimal URL structure for location-specific pages
I'm in the middle of revamping a website for a restaurant that has multiple locations and am trying to decide what the best URL/internal link structure would be. Right now, each restaurant has a single location page, but we are going to add additional pages for catering. Sitewide-linked pages exist for /catering and /locationname. The way I see it, we have two basic options: Option #1: Catering page - /locationname/catering/ Option #2: Catering page - /catering/locationname/ In both cases, there would be links from the /locationname an /catering pages to the location-specific catering pages. Is either option preferable to the other?

Wrong Page is Ranking
My client is an Ecommerce reseller of a few major scooter brands. We currently rank fifth for a particular brand name but our main brand page isn't the one that ranks. Instead, it's a product page. The main brand page has an A rating from Moz for the desired keyword phrases. Neither page has any backlinks. Any ideas on why our main brand page would be outranked by a product page? What could we do to change this?

Hi, how you doing? I have a set of very specific questions or concerns about anchor text and linking on an e-commerce category page. I was wondering if you could give your opinions and counsel. More than 100 internal links from a page
Hi, we have been developing our new site and improving the internal linking for 2 reasons, 1 to improve spidering and 2 to up sell more to customers. The error reports from SEOMoz are showing our biggest problem is too many internal links from 2000+ pages. How much of an impact does it have by having say 180 internal links compared to say 99 on a page? Our website has been moving up the SERPs so should i worry about it or should I ignore the warnings and continue with the menu system and internal linking we have in place already? Thanks
