No, for two different reasons.

You are not local to New York City.

Web design is not considered a local business by Google, and has not been for several years. Even if you were in New York City, you wouldn't be able to show up in local for web design.

Can you give a little more information about your business? Is this for a local business, that meets with customers at either your location or their location? If it's for web design, that's not considered by Google to be a local business. There are some ways for service businesses to be listed with the address hidden, but most things do require and address and phone number. What type of business is this for?

In my opinion, it’s almost nearer to impossible because without the physical address you won’t be able to get your business register in Maps and most aggregator’s website.
If you make location based pages and build good links to it you might rank well but I believe Google will still give preference to the businesses that are already registered in Google Maps and on other aggregator’s listings which is impossible to gain without the physical location and phone number.

Hi Team, We are undertaking a Domain migration activity to migrate our content frrom one domain to another. 1. the Redirection of pages is handeled at Reverse proxy level. 2. We do have 301 redirects put in place. However we still see that google is indexing pages with our Old domain apart from the pages from new domain. Is there a way for us to stop google from indexing our pages from Old domain. The recommendations to have Noindex on Page mete title and disallow does not work since our redirection is setup at RP and google crawlers always discover the new pages after redirection.

How to Rank Local Website in Search Engines?
Hello, I'm the owner of a rubbish removal company based in London - Frank Rubbish Removal and trying to optimize the website of the company for search engines. Until now, I have hired a couple marketing companies but without success. What I want to achieve is to rank for local keywords in the rubbish removal niche, for example, Rubbish Removal Chelsea, waste clearance Hackney, waste removal Harrow...and similar local keywords. I have spent a lot of money on marketing companies and the website still can't go on 1st page of search engines in the UK. Best practice for local keyword ranking in URLs
Hi, I have a large artificial grass website with many franchise location landing pages. At the moment i have most of the landing page URLs like this www.domainname.com/uk/city/ My TLD does not contain the keyword "artificial grass" so should I follow the location with the keywords /city-artificial-grass/ or is Google pretty savvy these days and will it know that I am an artificial grass company? SEO for local business directory type site
I am thinking about creating a local business directory type website that lists all local Tattoo Shops. I am familiar with both local and global SEO and how to differentiate between them, however, I am not sure how I should approach this type of website. It isn't an actual business, but I want to target local searches that are looking for tattoo shops. In other words, when someone types in "tattoo shops" or "tattoo shops near me", or "tattoo parlors", I want the website to appear. Is this something that is manageable, or will the individual Tattoo Shop websites always show before mine since they are real local businesses with google+ pages?

Out of State Local Search
I've noticed when traveling that a local search (be it city, region, or state) yields different results depending on my physical location. This is very anecdotal, but with an incognito search in my clients city I'll get one result, in a different city about 30 miles away I'll get a slightly different result, in a different state but still only about 30 miles away I'll get another slightly different result, and many states away the result is different still. This isn't very scientific data, but I think something is going on. Have people experienced this? Is anyone aware of research or has an understanding of what can bias a local search in different directions depending on the distance from the area represented by that local search? These don't seem to be fluctuations in ranking, the results are widely different, but mostly constant in their respective locations. Any guidance would be appreciated.
