Does Google throttle back the search performance of a penalised website/page after the penalty has been removed?

Hi Mozzers.
Back in 2013 my website www.octopus-hr.co.uk was hit by a Penguin 2.0 penalty owing to a harmful backlink profile built by a dodgy SEO consultant (now fired). The penalty seemed to apply to the homepage of the site but other pages were unaffected.
We got what links we could removed, disavowed the rest and were informed in September 2013 that the penalty had been removed and our re-inclusion request had been successful. However our website homepage still ranks poorly for the search terms we're targeting in the UK: "HR Software" "HR Systems"
On page factors are in my opinion pretty well optimised for these search terms. In terms of link building post penalty we've focused on high authority and relevant sites. I believe that compared to most of our search competitors the back link profile to our homepage is in pretty good shape, however it still ranks badly.
Has anyone had any experience of a penalty hangover from Google in the past? Are there other things I should consider?

Remember that a lot of links you had are now no longer, removed or disavowed you cant expect to rank the same.
Also how long has it been since you had penalty lifted. It may take a while for all things to equal up again. -
If reconsideration worked and you got a reply from Google, it's likely that you were facing a manual penalty (either instead of or in addition to Penguin). So, it may be that Penguin or some other algorithmic penalty is in play (echoing what Andy said).
Once a penalty expires or is lifted, I'm unaware of any kind of dampening on the site (like, 50% penalty for 3 months and then 25%, etc.). This is much more likely to be a situation where you have multiple layers of problems (some could be technical, etc., and not penalties) and you've removed just the top layer.

Hi David,
I can run a quick scan for you and tell you what sort of shape your link profile is in, but what 'could' have happened is that since the penalty, another algorithm has come along and hit you for something else. A little awkward to guess exactly though, but have seen this happen on a number of occasions.

How do we decide which pages to index/de-index? Help for a 250k page site
At Siftery (siftery.com) we have about 250k pages, most of them reflected in our sitemap. Though after submitting a sitemap we started seeing an increase in the number of pages Google indexed, in the past few weeks progress has slowed to a crawl at about 80k pages, and in fact has been coming down very marginally. Due to the nature of the site, a lot of the pages on the site likely look very similar to search engines. We've also broken down our sitemap into an index, so we know that most of the indexation problems are coming from a particular type of page (company profiles). Given these facts below, what do you recommend we do? Should we de-index all of the pages that are not being picked up by the Google index (and are therefore likely seen as low quality)? There seems to be a school of thought that de-indexing "thin" pages improves the ranking potential of the indexed pages. We have plans for enriching and differentiating the pages that are being picked up as thin (Moz itself picks them up as 'duplicate' pages even though they're not. Duplicate content created by website Calendar - A Penalty?
A colleague of mine asked me a question about duplicate content coming from their event calendar. I don't think this will affect them negatively, but I would love some feedback and thoughts. ThanksOne of my clients, LifeTech Academy, is using my RavenTools software. How do you check the google cache for hashbang pages?
So we use http://webcache.googleusercontent.com/search?q=cache:x.com/#!/hashbangpage to check what googlebot has cached but when we try to use this method for hashbang pages, we get the x.com's cache... not x.com/#!/hashbangpage That actually makes sense because the hashbang is part of the homepage in that case so I get why the cache returns back the homepage. My question is - how can you actually look up the cache for hashbang page?

Help! Website Page Structure.
Hi there, I have a cupcake website; www.cupcakesdelivered.com.au To date, we have sold only regular cupcakes. P1 P2 P3 P4 You now use Google Webmaster removal tool to remove P4 webpage and cache instance. 24 hours later you check and see P4 has completely disappeared. You now remove the link from the home page pointing to P4. My Question
Does Google now see only pages P1, P2 & P3 and therefore allocate link juice at a rate of 33.33% each. Regards Mark0 -
How do I know what pages of my site is not inedexed by google ?
Hi I my Google webmaster tools under Crawl->sitemaps it shows 1117 pages submitted but 619 has been indexed. Is there any way I can fined which pages are not indexed and why? it has been like this for a while. I also have a manual action (partial) message. "Unnatural links to your site--impacts links" and under affects says "Some incoming links" is that the reason Google does not index some of my pages? Thank you Sina

Blocking Pages Via Robots, Can Images On Those Pages Be Included In Image Search
Hi! I have pages within my forum where visitors can upload photos. When they upload photos they provide a simple statement about the photo but no real information about the image,definitely not enough for the page to be deemed worthy of being indexed. The industry however is one that really leans on images and having the images in Google Image search is important to us. The url structure is like such: domain.com/community/photos/~username~/picture111111.aspx I wish to block the whole folder from Googlebot to prevent these low quality pages from being added to Google's main SERP results. This would be something like this: User-agent: googlebot Disallow: /community/photos/ Can I disallow Googlebot specifically rather than just using User-agent: * which would then allow googlebot-image to pick up the photos? I plan on configuring a way to add meaningful alt attributes and image names to assist in visibility, but the actual act of blocking the pages and getting the images picked up... Is this possible? Removing a Page From Google index
We accidentally generated some pages on our site that ended up getting indexed by google. We have corrected the issue on the site and we 404 all of those pages. Should we manually delete the extra pages from Google's index or should we just let Google figure out that they are 404'd? What the best practice here?
