Does Google throttle back the search performance of a penalised website/page after the penalty has been removed?

Hi Mozzers.
Back in 2013 my website www.octopus-hr.co.uk was hit by a Penguin 2.0 penalty owing to a harmful backlink profile built by a dodgy SEO consultant (now fired). The penalty seemed to apply to the homepage of the site but other pages were unaffected.
We got what links we could removed, disavowed the rest and were informed in September 2013 that the penalty had been removed and our re-inclusion request had been successful. However our website homepage still ranks poorly for the search terms we're targeting in the UK: "HR Software" "HR Systems"
On page factors are in my opinion pretty well optimised for these search terms. In terms of link building post penalty we've focused on high authority and relevant sites. I believe that compared to most of our search competitors the back link profile to our homepage is in pretty good shape, however it still ranks badly.
Has anyone had any experience of a penalty hangover from Google in the past? Are there other things I should consider?

Remember that a lot of links you had are now no longer, removed or disavowed you cant expect to rank the same.
Also how long has it been since you had penalty lifted. It may take a while for all things to equal up again. -
If reconsideration worked and you got a reply from Google, it's likely that you were facing a manual penalty (either instead of or in addition to Penguin). So, it may be that Penguin or some other algorithmic penalty is in play (echoing what Andy said).
Once a penalty expires or is lifted, I'm unaware of any kind of dampening on the site (like, 50% penalty for 3 months and then 25%, etc.). This is much more likely to be a situation where you have multiple layers of problems (some could be technical, etc., and not penalties) and you've removed just the top layer.

Hi David,
I can run a quick scan for you and tell you what sort of shape your link profile is in, but what 'could' have happened is that since the penalty, another algorithm has come along and hit you for something else. A little awkward to guess exactly though, but have seen this happen on a number of occasions.

Kinds of organic search results (Google)
Not sure if this is a new "unit" for Google organic results. Please see the attached image. When searching for "invoice software", the top quarter of the page is a ribbon of products/brands with badly formatted logos. The fact that it's so ugly, and there's nothing marking it as a paid result, leads me to think it's organic. Anyone know what this SERP unit is called; and better still: How do you get included? Can one back-link fluctuates ranking of website with thousands of back-links?
It happend to our website. We have seen major ranking fluctuations for our website because of one back-link. What kind of links those can be? Why Google is not stopping them even though they claim that such back-links will be taken care of?

How to maximize CTR from Google image search?
I'm getting good, solid growth in my Google SERPs and Google search traffic now, but I do notice that 70% of my high ranking search results are images and the CTR on those is only 3-4%. All my images are illustrative and highly relevant to my travel blog, but I guess that hardly matters unless they get CTR so people see them in context. Has anyone seen or done any good research on what makes people click through on Google Image Search results? What are the key factors? How do you optimize for click-through? Is it better to watermark your images or overlay label them to increase likelihood of click-through? Fixing A Page Google Omits In Search
Hi, I have two pages ranking for the same keyword phrase. Unfortunately, the wrong page is ranking higher, and the other page, only ranks when you include the omitted results. When you have a page that only shows when its omitted, is that because the content is too similar in google's eyes? Could there be any other possible reason? The content really shouldn't be flagged as duplicate, but if this is the only reason, I can change it around some more. I'm just trying to figure out the root cause before I start messing with anything. To many on page links with ABC search
My client site http://www.tshirtsubway.com has a ABC quick find selector on the homepage of the site and throughout the site and as a result is is showing an error of to many links on the SEO moz error crawls reports. I wanted some advice on improving this and perhaps looking for an alternative also looking at the current setup and asking is this wrong.

Best practice for removing pages
I've got some crappy pages that I want to delete from a site. I've removed all the internal links to those pages and resubmitted new site maps that don't show the pages anymore, however the pages still index in search (as you would expect). My question is, what's the best practice for removing these pages? Should I just delete them and be done with it or make them 301 re-direct to a nicer generic page until they are removed from the search results?
