Competitors ranking in top three with worse SEO

Ok I am at a loss.
Our client is trying to rank for keywords like "dental assistant programs utah", but they are still on the bottom of page 1/top of page 2. The guys in the top 3 have terrible SEO. No links, newer domains, etc. I looked into it extensively and learned about the "honeymoon period" people talk about but we are long past that.
I've looked through webmaster tools to see if there are any issues, and I can't find a thing.
Anyone have an idea of what we could be doing wrong that is making us be put down so far on the page? Before I got here the SEO guys were doing older tactics which I think was starting to hurt them with penguin and what not so I tried my best to delete the crap content and clean everything up on the website.

Here is something interesting. This is the company in the top spot:
http://www.dentalassistingschoolofutah.com/
but I also found this: http://assistingschool.com/
so they are mirroring their sites... which my client had been doing (they have several domains) and I assumed it to be bad (duplicate content?) so I turned it off...
also just did a backlink check and the top domain has ONE link, a crappy one at that. what the heck??

When 16 is winnin' it means really easy SERPs and when 58 is loosin' it means they done sneaky stuff and got in trouble.

I sometimes see that happen too and wonder if the competitors have one golden link, one super authoritative followed link incoming to their site that just blows your client out of the water. I know your question says "no links", but take a look. It's all I can think of.

Have you tried doing an audit of your business citations to see if your NAP information is consistent across all the various business listing sites? Since Moz acquired GetListed.org (now called Moz Local), you can check your own site versus your competitors here: https://moz.com/local/search
You might try this and see if you gain any insights. It's a place to start at least. Hope that helps a bit!

Competitors SERP's
One of our competitors is routinely achieving excellent SERP for brand related keywords within only a couple of months of adding the respective brand to their website. Full details are explained in the attached image to avoid the competitor being notified of this post via Google Alerts. Can anyone identify how they are achieving this and point me in the right direction? The other thing is that I was also achieving good SERPs for these and other brand related keywords but I seem to have dropped off the face of google for them, where my competitor has not and who continues to achieve the seemingly impossible. Help ranking for a keyword
Ok well I'm serious about may business and everything I do the problem is that I just can't seem this ranking for a keyword thing I do rank on the 1st plage for every keyword but in this business it's all about the top 3 my page is a pr 2,I can't rank for this keyword it's low competitive the site has a pr 0 and has one back link to it on open site explorer. They rank first. i want to say my site is the best out there I have a seo company working on it and I have spent around 5k on it since we launched it in 2010. Videoson here but it just does not answer my question I need to know how to do the right seo. I have a ridiculous amount of content on the site everything I do it to help the customer. It just need to know what to do I have started to blog but what do I need to do to really help my seo? I mean is it blogging should i blog about stuff and use keywords should I blog and not use keywords maybe 50/50? Do I go out and blog about pages on my site or pages that are ranking of google? I heard that links are not as important as they used to be I do try to update my Facebook and twitter pages but its hard to anyone to RT or comment or like my stuff its lawn care it's not that interesting I try to make it as interesting as i can. keywords that I rank for are st Charles lawn care, st Charles lawn service,St. Peters lawn care, st. Our site being outranked by competitors with lower "moz" scores - due to on-page SEO?
Howdy, Our SEO efforts are doing well, but for a few keywords it seems we cannot budge one of the competitors sitting in spot #1. Through some competitive analysis I've noticed that our website has a much higher mozRank with regards to both page and domain compared to the current #1 spot. My question is what kind of factors could be the issue as to why we are still being outranked. Is it simply a case of poor on-page SEO at this point or should I be taking the mozRanks with a grain of salt.
