Partner links - is this bad?

I have been looking at whys to get natural links, another SEO company said that instead of doing Guest Blog Posts there now adding single links to partner pages on websites which have a follow link. To me this sounds like basically a links page rebadged as a partners page. Is this a dangerous practice? or does this carry some weight with the search engines?

The Google quality guidelines say that "excessive" creation of partner pages for the purpose of cross linking is against the guidelines. But, they don't tell us what constitutes excessive.
This is not always a bad idea. Here are some criteria I would use to make this decision:
-Would having a page like this actually be good for your readers/clients to use? Or does it just exist for search engines. For example, if you are a realtor, having a resource page to list local home inspectors, mortgage brokers, etc. is a good idea and being listed on their resource pages is probably ok. But, if that page contained mostly links to realtors in other cities and unrelated businesses like local casinos or payday loans companies or car insurance businesses then you'd start to think that this page was created just for links.
-What is the quality like on the pages that are linking to you? Do they look like they were set up just for links?
-Avoid using exact match anchor text. If your resource page contains links to Realtor in Seattle and Best Home Inspector in New York then that's a sign that it's set up for SEO purposes.

Is it relevant to the post? If not, a good site would remove the link.

I dont think I would accept it. First, you have no idea of the history behind that domain. Could be that they spam the daylights out of people, or have a questionable backlink strategy. If their domain is compromised or gets in trouble in the future, it could hurt you.
Instead of posting your articles and content on someone else's site and building their page count and relevance, spend the time posting on your own. Get the backlinks you seek by submitting your articles and content to trusted sources, and get people to link to you. This can be time consuming and difficult, but ultimately much more rewarding. (both in pride and seo)
Best case scenerio, if they have a great domain history and its not spammy, I woud still look at the long term goal of building up your own content, on your site.

Don't do it. Create original, good content and get people to legitimately link to it because they place such a high value on it.

A few which are considered "natural" are perfectly fine if there is "relevance." However excessive link exchanges "you link to me, and I'll link to you" or partner pages for the sake of cross linking in not good and will get you in trouble with the Google Police.
My advice, keep it natural.

What are inbound links worth after Panda and Penguin, since a site ranks for the NATIONAL keyword "outdoor furniture" with ONLY 7 INBOUND LINKS!?!?
ARE INBOUND LINKS TODAY ALMOST WORTHLESS??!!? After having been the KING of SEO, down to the toilet? Hello all ! I would love some opinions about one Link Building technical aspect from SEOs, link builders ... How important is the number of outgoing links on the page you have the opportunity to place a link ? (from a scale of 1-10 / what about where dose this factor fits overall with your check list , as important to consider as far as link building) Would you place a link on a page with 200+ outgoing external links if the page is ok (not involved in selling links, all links are related with the subject, target page, anchor text etc) or you would go with a link on a 10-15 links per page but not that 'powerful' and not that related (not spammy but more general on the subject that can contain links to some other non related resources). Eg: Option 1: www.whatever-name.com/links.html the entire domain is about x. It has 250 links in that page (in the links.html) all links on the links.html pages are somehow related / resources with x. Your link can be placed with an anchor text related with x that will target a page on your site related with x. Domain page rank : 6 (as a general indicator), Page PR, the links.html one, PR: 2 Option 2: www.some-other-name.com/x-is-so-great the entire domain is NOT about x, just the page. It has 5..10 links in that page (external links more or less related with x - but not spammy) Your link can be placed with an anchor text related with x that will target a page on your site related with x. I've been hearing about going after niche directories, and my question is most of them have a ton of links on any given page. Is it even worth taking the time to approach these sites knowing they won't pass a lot of link juice?

Links from any country?
My site is aimed primarily at the UK, 90% of the traffic is from the UK and most of my links are from other UK based and UK targetted websites. The content is actually fairly international (apart from certain terms like Plasterboard instead of Drywall, etc). My question is: Should I concentrate on gathering links from the UK, or should I widen my search and try to get links from US and European websites? Are there any particular advantages or disadvantages to keeping links "local"?

Value of Inbound Links to Pages With a lot of Outbound Links
Suppose you have a resource page of the Top 50 Awesome Sites in your niche. Since there are about 50 outbound links, then I would think there will be less Page Rank being passed to internal pages from internal links on the resource page. Since you are getting less PR passed to internal pages, are there other ways the inbound links can be beneficial, such as increasing the diversity of links of your domain? Sites like SEO Optimise seem to create a lot of Top 30 Resources lists and I have read that they think it is a strong tactic.
