Outbound links for SEO

A colleague of mine is arguing that having the right outbound links on your website is important for SEO. It seems to me that it would help Google and other SEs to categorize your site, but it wouldn't be a significant ranking factor in itself as anyone could do that.
This is being used as an argument to keep links on our site linking to theirs. I've not done any experiments with it, however, and the site in question is ranking fairly well currently. I just don't think that's the main ranking factor as they have fairly good backlinks as well.
Anyone have direct experience with this sort of argument?

EGOL makes good points here. I've seen the opposite happen, too. An SEO firm links to the Wikipedia definition of website, and I can only assume it's meant to show the search engines that they link to authoritative sites. However, it really doesn't fit in the context of the site, and makes things appear very odd.

I believe that great websites link to other great websites. If nobody linked out the web would not be the web. Based upon that, I think that links to great websites get a tiny smile from google.
Each day I add a few links from my website to other websites. The requirement that these other websites must meet to get the link is that they must in someway be distinctly superior to my website. I only link up, never down.
I am telling my visitors... HEY! LOOK AT THIS! If I think that my visitors are going to ask... "Why did he link to this? Then, no way will I place a link. Could not pay me. Because I want to send my visitors to great stuff - better than mine.
Generally, I find, if someone is arguing with me about something, I don't do it.
So, do these guys have something awesome, kickass or wonderful that is distinctly better than mine. If they don't then drop the link to their site and find something better. When they ask WTF? Just tell 'em that you link up to better stuff.

SEO question about lots of outbound links
I'm considering adding a directory page to one of my websites that lists local groups from all around the world. I haven't kept up with SEO in a long time, but I recall (many) years ago that having a lot of outgoing links and very few (if any) inbound connections was a terrible thing. Is this still the case, or have search engine algorithms figured out that this can be beneficial to site visitors? What effect will adding a page like this have on my SEO?

Any reason to nofollow outbound links to social platforms?
This one is stumping me - a site I'm working on has decided to nofollow all of their outbound links to LinkedIn, YouTube, Twitter and Facebook. I can't find a reason for doing that...I think it's from the old and mistaken suspicion that this would deliver link equity away from the site. Everything I've read says that there's no downside to dofollow outbound links as long as they are to legit sites and on the up-and-up (e.g., not overly link-trading with another site, for instance). Thoughts?

Why are bit.ly and ow.ly links showing up as Inbound Links?

What impact does multiple links from the same c-block have on SEO?
Recently there's been a move made in my company to only allow backlinks from websites on different c-block IP addresses. The most links we have from one c-block is 15. There is a wide variety of other IP addresses linking to our site as well. My question is - do we need to be so restrictive with using websites from the same c-block as long as the neighbourhood is good and we're not linking sites with full identical IPs (matching d-block as well)?

Disavow links from legit sites but have spammy link profiles?
I'm currently doing a backlink audit for our site with a LOT of backlinks. Some of the linking sites are legitimate business websites in our industry who have linked to us for a totally legitimate reason (we have good content!). However, these businesses themselves have a spammy backlink profile—that is, the only sites linking to that site are obvious link farm sites. Here is an illustration: spammyseolinks.com; payforseo.xyz; blackhat.ru ==all link to==> legitbusiness.com ==links to==> mysite.com Should I disavow this backlink? I guess it's not really giving me much SEO worth since it surely been branded a spammy junk domain, but then again, it's a real website that we've earned a link from because we're doing stuff the right way. Is it hurting or helping me?

Link Churn - where have all my links gone?
I am sure most of you have asked yourself the question I'm asking right now.. Where have all my links gone? I am starting to get twitchy now. I would estimate we have lost around 60% of our links in the past 3 weeks. Does anyone have any comeback stories? Feel like I am back to the start again. I have made a number of changes on the site not least removing a reciprical link page.. that had over 200 links on it but from reading one of Rand's tweets is it true that linking out could be good again?
