Why Google ranks a page with Meta Robots: NO INDEX, NO FOLLOW?

Hi guys,
I was playing with the new OSE when I found out a weird thing:
if you Google "performing arts school london" you will see w w w . mountview . org. uk at the 3rd position. The point is that page has "Meta Robots: NO INDEX, NO FOLLOW", why Google indexed it?
Here you can see the robots.txt allows Google to index the URL but not the content, in article they also say the meta robots tag will properly avoid Google from indexing the URL either.
Apparently, in my case that page is the only one has the tag "NO INDEX, NO FOLLOW", but it's the home page.
so I said to myself: OK, perhaps they have just changed that tag therefore Google needs time to re-crawl that page and de-index following the no index tag. How long do you think it will take to don't see that page indexed? Do you think it will effect the whole website, as I suppose if you have that tag on your home page (the root domain) you will lose a lot of links' juice - it's totally unnatural a backlinks profile without links to a root domain?

Bruce, to be honest I have started thinking it's due to a syntax error, as - although I wasn't able to find something to confirm it - I suppose the right syntax is "nofollow, noindex", that site's tag is "NO FOLLOW, NO INDEX". So Google reads that tag like "follow, index" or directly discards it.
I'd like to understand if "no-follow, no-index" works, instead.
Finally, if I'm right, do you think it's an error, a CMS's glitch or something done on purpose?
I don't think it's due to WM site preferences, as a CMS usually makes all the alternative versions equals therefore that tag should be live on every possible alternative site, parked domain included.

Could it be that the domain WM has not set their site preferences in GWT and therefore Google are crawling alternative version?
w w w . mountview . org and mountview . org need to have their preferences set equaly in GWT for Both domain versions or Google with see them as two different sites.

Removing a site from Google index with no index met tags
Hi there! I wanted to remove a duplicated site from the google index. I've read that you can do this by removing the URL from Google Search console and, although I can't find it in Google Search console, Google keeps on showing the site on SERPs. Page Rank Flow
I wonder if someone can help me understand clearly page rank flow. If we have a website with a Home page, Services, About and Contact as a very basic website and the page rank will flow to each of those pages from the Home page (i'm not including internal linking between pages or anchor text from the home page content - this is a question purely about home page flow via the main navigation). If the Services page had 3 drop down pages. Would the home page rank also flow to each of these or is it going to the Services page which then distributes it to the three drop down. So instead of Home page rank flowing to 3 pages 33% each - it is flowing to 6 pages 16.6% each. Or is it flowing to 3 pages - 33.3% then the Services pages get a third of 33.3% ->10.1% I know this is simplifying it all a great deal- but it is the basic concept I am trying to grasp on this simple example. Is there a way to index important pages manually or to make sure a certain page will get indexed in a short period of time??
Hi There! The problem I'm having is that certain pages are waiting already three months to be indexed. They even have several backlinks. Is it normal to have to wait more than three months before these pages get an indexation? Is there anything i can do to make sure these page will get an indexation soon? Greetings Bob

Help with pages Google is labeling "Not Followed"
I am seeing a number of pages that I am doing 301 redirects on coming up under the "Not Followed" category of the advanced index status in google webmasters. Google says this might be because the page is still showing active content or the redirect is not correct. I don't know how to tell if the page is still showing active content, and if someone can please tell me how to determine this it would be greatly appreciated. Also if you can provide a solution for how to adjust my page to make sure that the content is not appearing to be active, that would be amazing. Odd Google Indexing Issue
I have encountered something odd with Google indexing. According to the Google cache my site was last updated on April 6. I had been making a series of changes on April 7th and none of them show up in the cached version of the site (naturally). Then, on the 8th, my rankings seem to have dropped about 6 places and the main SERP is showing a text that isn't even on the Web site. The cached version has the correct page title from the page that was indexed on the 6th. How do I learn where Google is picking this up from? There is a clean page title tag on my Web site. I've checked the server, etc to see what's going on. The text isn't completely unrelated, but it definitely impacted my ranking. Does Google ever have these hiccups when indexing?

Google Indexing
Hi Everybody, I am having kind of an issue when it comes to the results Google is showing on my site. I have a multilingual site, which is main language is Catalan. But of course if I am looking results in Spanish (google.es) or in English (google.com) I want Google to show the results with the proper URL, title and descriptions. My brand is "Vallnord" so if you type this in Google you will be displayed the result in Catalan (Which is not optimized at all yet) but if you search "vallnord.com/es" only then you will be displayed the result in Spanish What do I have to do in order for Google to read this the way I want? Will a drop in indexed pages significantly affect Google rankings?
I am doing some research into why we were bumped from Google's first page into the 3rd, fourth and fifth pages in June of 2010. I always suspected Caffeine, but I just came across some data that indicates a drop in indexed pages from 510 in January of that year to 133 by June. I'm not sure what happened but I believe our blog pages were de-indexed somehow. What I want to know is could that significant drop in indexed pages have had an effect on our rankings at that time? We are back up to over 500 indexed pages, but have not fully recovered our first page positions.

If you only want your home page to rank, can you use rel="canonical" on all your other pages?
If you have a lot of pages with 1 or 2 inbound links, what would be the effect of using rel="canonical" to point all those pages to the home page? Would it boost the rankings of the home page? As I understand it, your long-tail keyword traffic would start landing on the home page instead of finding what they were looking for. That would be bad, but might be worth it.
