Backlinking post penguin

Does anyone have any effective strategies about how to backlink for a new website. I'm just really cautious of this new penguin update and don't want to submit to too many directories or do anything that will get penalised, seen as the website is new.

There is really no such thing as a bad strategy, just low quality and overly aggressive ones.
You want to win difficult links rather than build easy links and focus on quality over quantity. You want links from topically relevant sources and ideally, whilst you can build links, you want to inspire them if possible (easier said than done).
The usual strategies apply, write great content, network with other bloggers, try to get people talking about things that you do. Guest posting still has some legs, as does outreach but you need to have something for people to link to.
Guest posting seems to be something people are migrating towards as a safe strategy so it is worth pointing out that this is not a magic bullet approach, if you go low quality, it is really just article marketing so go after those hard to win links and sure, flesh it out with some good but not always triple A stuff but be careful with quality and anchor text ratios and you should be okay.

Web 2.0 Backlinks
Hi Normal Web 2.0 websites like Wordpress.com, blogger.com have very High DA and PA. But when we create a subdomain, DA and PA falls to 1 as Google treats subdomain as new websites. Does it make any sense then to get backlinks from web 2.0 websites? will it help in Google rankings?

Difficulty getting relevant backlinks
I run a very niche blog on getting section 8 housing. I've had the blog for about 6 years and have paid attention to it on and off. For the past few months, I've been ON again. What's appealing to me is the amount of potential traffic the keywords have and small competition. I have knowledge on the subject. I've read Moz seo guides, etc... The problem is government sites rank high (understandably) or other sites that are nonsense / scams when you search 'section 8 application'. It's very hard to find active bloggers to do link exchange is with as the sites that rank high are trying to scam people and obviously I can't get government back links. I've tried reaching out to people with no avail. I think I have good informative content. All of my adsense goes to charity but at this point it's not much. I'd like to get it out there, white-hat style, but I'm having difficulty. Any suggestions (please be specific), on how I can target sites that would be relevant to this topic and not do generic back-linking (unless you think news submissions, etc will work)? Thanks!

Backlinks from newpapers that requires subscription
Don't know if this has been answered in another post, but what happens to backlinks that requires users to subscribe and/or pay to view the content with the backlink on it?

Adding backlinks in old articles?
I am trying to get a few more links to get a few of my pages to rank and I am thinking about adding some more backlinks on my own site on some of the old blog articles as well as some of my other related blogs. My question is - is it still beneficial to link from these articles that are say 1 year old or more, or would it be far more valuable to write new articles on the blog containing those same links?

I could use some help with Link Building Post Panda
I am new to Internet Marketing world and want to become a great SEO. My biggest challenge is How To of Back linking. Not the reason and theory behind back linking. But more the actual hands on Back linking strategy. I feel that a lot of the back linking information out there is so mixed.Rand did a White board Friday lesson on the new link building strategies. When searching for back linking strategies it is filled with all the old link building tactics. What I wanted to ask is all the experienced back link people is, Have you changed your back linking strategy. Or just parts of your strategies. It all seems very confusing for a newbie when it seems the industry it self is still uncertain. Any advice on where a newbie should be starting their new back linking strategy. How does Google treat multiple backlinks on the same page?
Hello mozCrew Just a quick yay or nay. We have an embeddable code on our site for customers who want to post our link on their website listed here: http://www.accupos.com/etc/embed-code-restaurants.php But in our link, there are actually 2 separate links, one branding link that says the name of our company, AccuPOS, and another link which targets a specific target keyword "Restaurant POS Software". My question is, does Google only give credit for the branding link, since it is listed FIRST? Or will we get double credit? Is this a good or bad practice, and what would you recommend? Thank you! Finding Writers for Guest Posting?
Having the toughest time finding writers. I've been pretty successful building links via guest posting, but the problem is I'm writing all the articles. It's seriously draining - and not scalable the way I'm doing. That said - anyone have tips on how to find high quality writers? I'm fine paying $50-$100 per article as long as it's great. Help?
