Authority site targeting multiple similar keywords

Hi!
I found a niche I'd really like to work on. I was initially targeting a longtail keyword but there are so many available for this niche I decided to just make an authority site instead. My plan is to have multiple pages with each page targeting a separate long tail keyword in the niche. There's probably going to be over a 100.
Let's say for example it's an organic gardening niche. The website will be setup for the entire niche and the page titles will be structured as such:
Best Organic Gardening Soils
Best Organic Gardening Tools
Best Organic Gardening Seeds
I'd prefer it to be setup this way so I can target traffic for the term with and without "best". I'm wondering if this sounds a bit spammy or is acceptable?
Any other ideas as far as targeting similar longtail keywords in the same niche on a single site?

Thanks for the insight, EGOL. It made me reconsider going this route. I have good experience on the subject, but I'm not sure I want to position myself as an authority on it.
It's a niche where experience is not enough, readers will definitely be looking for experts.

Would I invest in this project?
If you are an outstanding writer who has enough knowledge and experience about (for example) organic gardening that you can write 100 unique, substantive, enthusiastic, informative pages, each with unique images that perfectly illustrate the products then I might invest. You need to have been doing this stuff for the past 10 years at least to be able to pull this off. This is what defines "authority". Content authority.
If you don't have that, then I would not invest. Why? There are lots of people who think that they can slap together 100 pages of content or hire someone to create them for $2500. The web is littered with marginal content. Also, the people who are searching for "best organic gardening tools" are going to immediately tell if your knowledge and experience are anything less than exemplary. People looking for "the best" are usually an educated and discriminating group. People looking for "cheap" would not be as discriminating but it would be hard to fool some of them too.
Today, a website that doesn't have excellent content doesn't have a good chance of success. Why? If you don't have that content, nobody is going to share your content with their friends and say that you are awesome. Amazon, Walmart, TrueValue, MotherEarth, Rodale's, Organic Life, PlanetNatural, Burpee, USDA, CornellU are the gorilla retailers and expert content factories that you will be competing with. The people who share content about this space will immediately detect content written for experts by a non-expert.

I think that you have a great plan to target a class of keywords. If you have the ability to pull it off then I might invest.

One page for each keyword?

Is there any value to meta keywords?
The more I read the more I realize that meta keywords are not as helpful as they once were. Is there any SEO value to meta keywords anymore or should the emphasis be put on the content and title tags in regards to keywords? As always, I appreciate any feedback.

Is it limiting to target low volume keywords for niche sites?
I run a Chicago Bears forum and my long-term goal to make it the most popular Bears forum on the internet (I know, huge goal). Because of that, I've been focusing on optimizing it for the keywords 'chicago bears forum'. However, being new to SEO, I only checked now and saw the search volume for those keywords is barely 2,000. My question is, and this is probably an an obvious one, should I be switching my focus to more popular keywords such as 'chicago bears news' if I want to increase traffic to my forum?

Do you use broad match or exact match on Adwords Keyword Tool when doing keyword research?
I wasn't sure whether to classify this as a discussion or a question. I'd love "the right answer" but I'm not sure if we're going to get one... Let's try. When you use the Adwords Keyword Tool for doing keyword research, do you use the numbers from "broad match" or "exact match" when comparing relative search volume of keywords? (And yes, I know the numbers need to be taken with a grain of salt, but when it comes down to it, you're using the numbers to compare and come to conclusions regarding the best keyword to use - so which match type gives you the data you're looking for?) To be a little more specific - when you select "exact match" for, let's say the keyword "baking supplies", is that telling you how many people searched for that phrase within quotes <"baking supplies">, or how many people searched for only <baking supplies="">, as opposed to that word within a phrase <baking supplies="" stores="">or with the words reversed <supplies baking="">?</supplies></baking></baking> Based on some keyword research we had done a year ago where any phrase reversals like <water bottles="">and <bottles water="">were coming out with the exact same numbers, even when it wasn't so intuitive that there would be the same search volume, we came to the conclusion - with the tentative suggestion of the SEOMoz staff on the old Q & A - that broad match would include all instances of the keywords in reverse order, so if you wanted to know how many people were searching for <water bottles="">only, you needed to use exact match. </water></bottles></water> That's what we did for about a year (I also think I saw Rand mention that somewhere in a presentation slide recently, although I could be mistaken and I don't recall exactly where it was to check it up) and then based on a recent forum discussion I had where someone was questioning that premise, I did another check with two KW reversals and while <water bottles="">and <bottles water="">still give the same number, <baking supplies="">and <supplies baking="">do not. </supplies></baking></bottles></water> So I'm left with a big question here as to what the best policy is. Google Adwords Help is very vague on what the match type means in the tool (it seems to be talking about only your settings for your campaigns). So - any input after this long saga? Thanks!

Keyword Dulication in Tags
As I mostly work with Belgian/Dutch customers, my keywords are often in Dutch. We have a lot of composite words such as "hooikoortsklachten" or "hooikoortverwachting". If i were to create a Page Title with content: Hooikoortsklachten | hooikoortsverwachting Is this parly duplicated (because of the word hooikoorts x2)? or does Google only consider the entire word? Insights would be much appreciated! Thanks
