How new website / blogs can earn backlinks?

Hi,
As link wheels, link pyramids and paid links are penalized by google and the only chance to get back links is to earn them.
My Question is that with a new website / blog, how a newbie with no relationships with established bloggers, can earn links?
Because writing quality contents and detailed posts (e.g. more than 3000 words posts twice a month) still would benefits for those blogs having already traffic to share these contents and in case of new blog, due to very low traffic, it would take months or years to enter in the game.
Please propose step by step strategy / plan / footprint for newly born website and marketers.

Just to add to Dirk's response,
Adam Melson at Seer Interactive wrote an excellent post called "Link Building Guide: When You Have No Links". Check it out.
The other thing I'd like to note is, you should plan on spending the same amount of time promoting your posts as you do writing them. And yes, depending on the level of competition you're up against, it can take months or years to gain meaningful traction.

There are quite a lot of posts on Moz that cover link building. There is of course the beginner's guide, and this category page, which highlights the most important articles on link building.
Remember that all blogs once started from zero: without quality content, quality sites are not going to link to you. Create your content strategy and start building relationships. It will probably take time and a lot of effort, but it pays of in long run.

Can't remove and can't disavow...
Wondering if anyone could help me. A client is suffering a Google penalty at the moment which is harming their performance. That said it is properly the best penalty they could have got..the site has a penalty which is stopping them ranking as high on keywords which they have been spamming links for. I say the best penalty they could have got because, other than these keywords, the site is still performing as well as before in the engines. At a bit of a loss here. It's starting to look that the best approach will be to write off the half a dozen terms and go a little more long tail. The site will not rank for (this is an example as would not want to give the client away) door knockers. They used to be first page but now are page four. However they remain page one for terms such as brass door knockers, cheap door knockers, chrome door knockers etc. In WMT ranking report they have hits from 1200 words ranking in the top 5 in the past 30 days and 3000 in the top ten. Im a considering trying to up the rankings of these words at the expense of the ones which we cannot seem to get the penalty off. Any thoughts please.

Many Blogs or One Blog?
Hi There, Presently I have many blogs across a range of domains, each one targeting the client/type of user interested in that product (or service in this case). I originally set up this strategy to use the content of each blog to create a "link juice farm" (our products are educational courses so have a COMPLETELY DIFFERENT target market depending on the course area), which in turn links to the related page/course on our main site. My question is, is this a viable strategy, or should I be focusing on building content only on my main site blog with subcategories for each product? Link juice farming on product/client specific blogs, or focus on content for each course niche on main site, that is the question?! Thanks in advance for you insights here people. I really appreciate you taking the time.

Links on Charity websites?
Do links on link pages or home pages work on unrelated sites, I know if a site is unrelated and the content is related it puts a similarity in the link to helps it's worth but with just a link on a links page (5-10 other links not a directory) does this pass any power or is it a bad idea.

Where can I find a list of the top DA websites on the web?
I'd like to find a ranking of the top DA websites on the web. I'm mostly interested in US websites. I'd like at least the top 10,000 or so but the more the better. Is there a way to get this data from OpenSiteExplorer or another source? The closest I've found is Double Click's listing of the top 1000 most_visited_ (not DA) websites: http://www.google.com/adplanner/static/top1000/ Thanks!

Blog Comments
We all get them ... spam blog comments. People do it to get link value back to their site. Recently, someone approached me to do this for our site but on niche sites that are related to our content and to provide good valueable comments within a blog post of about 100 words each, and genuinely try to engage.They also were talking about finding blogs that have "follow" links in their comments space, since most do not. I still declined it because it is somewhat 'grey-hat' rather than 'white-hat' linking, and we want to be above-board on everything. Although we personally declined this approach, I'm curious your thoughts though on whether gaining links from blog comments from related, niche sites is a good idea. Like this question? I use Google Alerts to track domain-level backlinks (via the link:http://www.example.com trick) but is there a way to track/be alerted of long urls, not just the domain, without having to set an alert for each specific url?

Can too many high PR links can hurt SEO
I recently accuired about 10 PR 4- 5 for my website after getting mostly PR 1-2 for the past 6 months. After a couple of day my rankings not only didn't go up, but actually went down really drasticly for many keyphrases that i used to rank at the top 3. Should i keep building those high PR links in the same fast pace, should i slow down? Or maybe i should even those out with some low PR link?
