How new website / blogs can earn backlinks?

Hi,
As link wheels, link pyramids and paid links are penalized by google and the only chance to get back links is to earn them.
My Question is that with a new website / blog, how a newbie with no relationships with established bloggers, can earn links?
Because writing quality contents and detailed posts (e.g. more than 3000 words posts twice a month) still would benefits for those blogs having already traffic to share these contents and in case of new blog, due to very low traffic, it would take months or years to enter in the game.
Please propose step by step strategy / plan / footprint for newly born website and marketers.

Just to add to Dirk's response,
Adam Melson at Seer Interactive wrote an excellent post called "Link Building Guide: When You Have No Links". Check it out.
The other thing I'd like to note is, you should plan on spending the same amount of time promoting your posts as you do writing them. And yes, depending on the level of competition you're up against, it can take months or years to gain meaningful traction.

There are quite a lot of posts on Moz that cover link building. There is of course the beginner's guide, and this category page, which highlights the most important articles on link building.
Remember that all blogs once started from zero: without quality content, quality sites are not going to link to you. Create your content strategy and start building relationships. It will probably take time and a lot of effort, but it pays of in long run.

I was doing some back link review of competitors and I have noticed that many of our competition have 300+ do follow back links from Justia.com and an additional 300+ do follow links from law.cornell.edu (they share the same database). The links on Justia are from different pages and they are all going to the root of our competitors site. So the questions are as follows; 1: For the purpose of SEO is this considered SPAM 2: If not SPAM, then does it have a positive effect on the competitions website and should I attempt to emulate for my client. I read the moz begainers guide and I am confuse over this point. " If i have too many back links from a single site. It's considered too spammy. " Q: I have a blog and it constantly black links to my ranking page, is this considered bad? Are links from every page of a partners website to my website bad for seo?
I have asked a partner website to link to my website in the Menu Bar. Which has resulted in a link to my website from every page of the partners website (Over 1000 Pages). The link is not a "nofollow" link, it is a regular link. Can this have any negative effects in terms of SEO?

Best way of starting link building to a new website?
I am doing SEO for a security keyholding company and would like to build up some quality links from related and high PR sites. Submitting profiles to directories is incredibly time consuming. I am thinking of outsourcing a link building campaign to a link building company, but know Google advises against this. Does anyone recommend a cost effective and ethical link building service out there? Or are there any link building techniques to use that will help me out? What I want to be sure of is that a link building campaign won’t get my websites penalised in search engines and the links are from quality and related websites. Many thanks in advance

Blog traffic / link ratio? (Esimated of how much traffic will result in a link)
Hi, Was wondering if people could please tell me some estimates of how much traffic is likely to gain links to a blog post? For example 1,000 hits = 1 link, Hence 10,000 hits = 10 links to a blog post? I understand there is no magic ratio I just want to know what people have achieved. I’m after averages not just a one off really successful blog post too. Please specify the topic you achieve this in e.g. SEO, photography, business, heath... etc.

Hi If you plan to add new links to a site which currently has very few inbound links what is the maximum amount you could add in any one day before it is deemed by Google to be suspicious and unatural. I am referring ot manually added links, not robotic. Thank you 🙂
